Job description

BlueForce Inc. is seeking a Curriculum/Instructional Design Specialist to provide curriculum development, instructional design, training-development, and learning-assessment expertise in support of the Royal Bahamas Defense Force (RBDF) under the DoD/DoW Counter Narcotics & Global Threats (CN>) program.

*Position is subject to contract award*

*Travel OCONUS location for short duration of time will be required*

Duties and Responsibilities

  • Develop and manage comprehensive cybersecurity curricula, including courses, modules, lessons, learning pathways, and training programs aligned with mission requirements and organizational objectives.
  • Define learning objectives, competencies, prerequisites, and measurable outcomes and ensure curriculum content, instructional activities, and assessments are properly aligned.
  • Apply instructional design methodologies such as ADDIE, SAM, or similar models and adult-learning principles to develop effective instructor-led, hands-on, scenario-based, laboratory, workshop, tabletop, and blended-learning experiences.
  • Integrate and coordinate subject-matter-expert (SME) content across Cyber Governance, Cyber Operations, Digital Forensics, Law Enforcement Integration, and other technical disciplines into cohesive, accurate, and non-duplicative training.
  • Develop and maintain professional training materials, including course outlines, lesson plans, instructor and student guides, presentations, practical exercises, laboratory instructions, case studies, scenarios, job aids, and reference materials.
  • Design and implement knowledge, skills, and performance assessments, including knowledge checks, examinations, practical evaluations, and performance-based assessments aligned with defined competencies and learning objectives.
  • Evaluate training effectiveness and analyze assessment results to identify learning gaps, measure student performance, and recommend curriculum improvements.
  • Establish and maintain curriculum quality assurance standards, conducting regular reviews to ensure instructional materials are accurate, consistent, current, clear, and aligned with technical and mission requirements.
  • Maintain curriculum documentation, traceability, revision histories, and curriculum maps to establish relationships among requirements, learning objectives, instructional content, activities, competencies, and assessments.
  • Develop integrated cybersecurity training pathways that identify course prerequisites and dependencies, connect multiple technical disciplines, and support broader organizational and partner-nation cybersecurity capability objectives.
  • U.S. citizen
  • Training: Formal training or professional development in adult learning theory, instructional design methodologies, curriculum development and learning assessment.
  • 3-5 years of progressive experience developing, designing and maintaining technical or cyber-related curriculum, to include converting subject matter expert (SME) content into structured, learner focused training.
  • Certification: One or more of the following: CompTIA CTT+, ATD Instructional Design, or similar.
  • International Engagement: Demonstrated experience developing or adapting cybersecurity or technical curriculum for international training or international engagement. Work experience must include delivering training in low-resource environments.
  • Curriculum Delivery: Demonstrated ability to adapt existing SME developed training materials for non-technical audiences, particularly law enforcement, government, policy, and governance stakeholders.
  • Communication & Deliverables: Demonstrated experience briefing leadership and decision makers. Must possess excellent written and verbal communication skills, with demonstrated ability to develop professional reports, training materials, policy products, briefings, and other program deliverables for government and interagency audiences.
  • Travel: Ability and willingness to travel to OCONUS (Bahamas) for short-duration temporary duty assignments
