JOB SUMMARY/PURPOSE

The Manager, Engineering manages engineering design projects for a gas operating company (OpCo) and provides final engineering approval for the projects within limits established by company policy. Projects may include new gas mains, service lines, system and public improvement projects, city gate stations, system regulation, large customer facilities, long range facility planning, and private replacement projects compliant with DOT regulations documented in CFR 192. The role coordinates with and supports other departments regarding engineering related issues, provides leadership and direction to the department, and offers training, professional development, and leadership development opportunities to staff.

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

  • Manage and approve engineering design projects, including new mains, service lines, system and public improvement projects, city gate stations, system regulation, large customer facilities, long range facility planning, and private replacement projects
  • Ensure designs are safe, reliable, functional, economically viable, and compliant with DOT CFR 192, current Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations, and other applicable federal, state, and local statues and rules related to gas utility design and installation
  • Provide final engineering approval for projects within approval limits established by company policy
  • Manage workflow responsible for creation of service work orders, designs, and other project related documents for the OpCo, including permits, specifications, and reports for customers, contractors, and others
  • Monitor workflow process to ensure adherence to company requirements regarding compliance, service level agreements, etc. Review and take action to support continuous improvement of processes
  • Monitor and approve expense account, invoice, department budget, time entry, OpCo capital budget review, and variance reports
  • Assist in capital and expense budget preparation and manage these budgets for the organization reporting to this position
  • Meet with customers, contractors, government representatives, employees, and other management as required and exercise authority to make decisions for the company in such meetings within approval limits
  • Coordinate to ensure open communication with other departments within the OpCo and company, including Rates, Regulatory, Finance, and others
  • Provide engineering support to departments within the OpCo and company regarding engineering related issues
  • Supervise and develop employees. Set department and individual goals aligned with company goals. Review performance and coach when improvement is needed
  • Oversee training of new and current employees to ensure appropriate training is received for assigned responsibilities. Provide development and leadership opportunities appropriate for position level
  • Lead engineering support to company efforts in response to emergency situations, including severe weather-related conditions
  • Assist in the maintenance of standards and procedures for gas operations. Assist with engineering issues encountered during construction and maintenance activities

MINIMUM REQUIREMENTS

Minimum education required of the position

  • Bachelor of Science degree in engineering from an accredited college or university

Minimum experience required of the position

  • 5+ years of experience in gas utility design or related project construction design

Minimum knowledge, skills, and abilities preferred of the position

  • Demonstrated leadership experience (e.g., supervising designers, leading project teams, mentoring, or owning design approvals)
  • Advanced knowledge of gas utility design and project construction design, including system improvements, service lines, mains, city gate stations, and regulation facilities
  • Knowledge of DOT CFR 192 and other Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations
  • Familiarity with federal, state, and local statutes governing utility design and installation
  • Budgeting and financial knowledge, including capital and expense budget preparation, variance reporting, and cost center management
  • Working knowledge of Oracle applications, PowerPlan, AutoCAD, ArcGIS, hydraulic modeling software, and related systems for approvals, workflow, and reporting
  • Leadership and Management Skills: Ability to supervise, coach, and develop employees while aligning departmental goals with company objectives
  • Decision-Making and Problem-Solving: Capable of providing engineering approvals and making company decisions within defined limits
  • Communication Skills: Strong ability to coordinate with customers, contractors, regulators, and internal stakeholders
  • Organizational and Planning Skills: Competent in managing workflows, preparing reports, and overseeing project documentation
  • Technical Skills: Proficiency with computer systems and engineering design tools for project management and approvals
  • Ability to provide engineering leadership in both routine operations and emergency response situations
