SUMMARY: Under limited supervision, manages the design and development of BJWSA projects in coordination with the Engineering Department. Responsibilities include oversight of drafting and design standards across CAD platforms (e.g., AutoCAD), BJWSA construction details, BJWSA technical specifications, plan development, easement review, permit applications, bidding documents, calculations, and related engineering deliverables. Coordinates project schedules and technical collaboration among consulting engineers, contractors, developers and BJWSA personnel to support timely, cost-effective project delivery in accordance with approved plans, specifications, and appropriate permits.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

  • Duties include leadership of all design deliverables related to assigned projects. Projects are intended to be related to pump station design, waterline design, sewer system design throughout the BJWSA service area. Design will include all related design calculations, site and equipment layouts, complete site plans, and related in accordance with BJWSA Development Policy and Procedure Manual, BJWSA technical specifications, and permit requirements.
  • Complete project management and coordination of all BJWSA asset relocation projects as it relates to local and state partners.
  • Supervises and develops assigned staff through effective work coordination, performance management, and staffing decisions in accordance with organizational policies and standards.
  • Generates and supervises the preparation of easement exhibits, legal property descriptions and easement agreements, as assigned.
  • Provides technical assistance to Real Estate Team in reviewing surveys, plats, and exhibits needed for various projects.
  • This position will serve on the “BJWSA Engineering Leadership Team” and will also be involved in Capital Improvement Program project management, quality assurance and quality control of BJWSA Design, Development and CIP projects.
  • Supervises, as well as prepares, project designs, drawings, construction documents, cost estimates, material orders, reports, addenda and change orders, and planning recommendations as required for each project.
  • Ensures that all required permits, approvals, codes, regulations, and contract requirements have been received, properly complied with and recorded.
  • Provides technical assistance to staff engineers and other departments at BJWSA. Manages and works to resolve issues through coordination with internal staff and external stakeholders.
  • Monitors safety and security policies and recommends changes when needed.
  • Provides leadership related to BJWSA AutoCAD standards, and all other related design deliverables with coordination and consideration with BJWSA Engineering Leadership Team.
  • Performs other duties as required.

MINIMUM QUALIFICATIONS

EDUCATION and/or EXPERIENCE:

  • Requires a Bachelor’s Degree in Civil or Mechanical Engineering or related field with a minimum of five years’ experience in engineering related functions and project management, or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
  • Extensive knowledge of the principles and practices of engineering as applied to civil/site design and hydraulics associated with water and wastewater systems and pump stations.
  • Prefer a minimum of 3 years’ experience managing, leading, training, and developing staff.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Licensed Professional Engineer or Surveyor in South Carolina is required, or the ability to obtain licensure within 12 months.
  • Must possess a valid driver’s license.
