Instructional Design & eLearning Development Specialist

We are seeking an experienced Instructional Design and eLearning Specialist who thrives at the intersection of learning strategy, creativity, technology, and project leadership. This is a 1-year fixed term opportunity to work with subject matter experts and stakeholders to transform complex content into innovative, learner-centred educational experiences that make a real impact.


The ideal candidate is a strategic thinker, skilled storyteller, and confident project lead who combines instructional design expertise with strong visual, technical, and communication skills. If you enjoy working independently, managing multiple projects, and continuously exploring new ways to enhance learner engagement and knowledge retention, we would love to hear from you.


Key Responsibilities


Learning Strategy, Planning & Future Development

  • Provide strategic recommendations regarding current and future learning initiatives, educational programming, and learner engagement opportunities
  • Conduct learning needs assessments to identify knowledge, skill, and performance gaps and recommend appropriate learning solutions
  • Research industry trends, adult learning practices, and emerging technologies to inform the improvement of educational offerings

Instructional Design Services

  • Design learner-centred educational experiences using adult learning principles and evidence-based instructional practices
  • Develop instructional strategies for online, blended, instructor-led, and microlearning programs
  • Create course outlines, storyboards, learner journeys, assessments, and supporting instructional materials
  • Transform subject matter expert content into engaging and effective learning experiences aligned with organizational objectives


eLearning Development Services

  • Develop and maintain asynchronous online learning programs and related digital learning resources
  • Create interactive eLearning modules, microlearning resources, videos, presentations, and other digital learning assets as required
  • Implement learner engagement techniques designed to improve participation, retention, and practical application of learning


Assessment, Evaluation & Quality Assurance

  • Develop assessments, knowledge checks, evaluation tools, and measurement strategies to evaluate learning effectiveness
  • Analyze learner feedback and performance data to identify opportunities for improvement

Learning Management System & Course Maintenance Support

  • Provide support for the management and maintenance of learning content within the learning management system (LMS)
  • Collaborate on course catalogue reviews, content updates, and maintenance schedules
  • Maintain documentation, version control, and records related to course revisions


Project Management & Stakeholder Collaboration

  • Independently manage instructional design and eLearning development projects from initiation through implementation
  • Develop project plans, timelines, milestones, and deliverables to support successful project execution
  • Collaborate with internal stakeholders, subject matter experts, facilitators, and project teams to gather requirements and validate learning solutions
  • Facilitate project meetings, provide status updates, and ensure deliverables are completed within agreed-upon timelines

Qualifications


  • A bachelor's degree in Instructional Design, Education, Adult Education, or a related field focused on learning, training, or performance improvement
    • Equivalent combinations of education, specialized certifications, and demonstrated experience may be considered
  • Minimum five (5) years of progressive, hands-on experience designing, developing, and implementing eLearning, in-class, and blended learning solutions
  • Demonstrated experience leading the full instructional design lifecycle, from needs assessment through evaluation and revision
  • Proven expertise transforming complex subject matter into engaging, learner-centred educational experiences
  • Experience collaborating with subject matter experts and stakeholders to develop learning solutions aligned with organizational objectives
  • Demonstrated success independently managing multiple projects, competing priorities, and project timelines
  • Experience utilizing emerging technologies, including artificial intelligence tools, to enhance learning design, development efficiency, learner engagement, and content creation
  • Strong portfolio demonstrating eLearning modules, microlearning assets, instructor-led learning, storyboards, assessments, and video or multimedia learning experiences


Technical Expertise


  • Advanced proficiency in:

    • Articulate 360, including Storyline and Rise

    • Canva

    • Learning Management Systems (LMS) (Absorb platform experience an asset)

    • Screen capture and simulation tools

    • AI-enabled content creation and learning development tools
  • Strong working knowledge of:

    • Graphic design principles and visual learning design

    • Video production and editing

    • Motion graphics and animation

    • Accessibility standards and inclusive learning design

    • Learning analytics and evaluation methodologies

    • Adult learning and instructional design best practices
