CONTINGENT UPON CONTRACT AWARD

Employment Type: Part-Time / Project-Based

Location: Remote (United States)

Clearance: Candidates must be eligible to obtain and maintain any Government-required suitability determination or credentials necessary to support contract performance.

Travel Requirements: Estimated travel is expected to be up to 10%, although actual travel will be based upon Government tasking.


Position Summary

CFDay is seeking an experienced Instructional Design & Accessibility Specialist to support the Federal Emergency Management Agency (FEMA) National Training and Education Division (NTED).

This position supports the evaluation, review, and continuous improvement of emergency management training programs by providing instructional systems design expertise, curriculum review, adult learning recommendations, and accessibility support. Working collaboratively with Subject Matter Experts, Program Analysts, and Government stakeholders, the selected candidate will help ensure FEMA-sponsored training meets instructional quality standards and accessibility requirements.

Candidates possessing DHS Trusted Tester certification are highly encouraged to apply and may be considered for Section 508 accessibility review assignments.

Responsibilities

The Instructional Design & Accessibility Specialist will be responsible for:

  • Reviewing instructor-led and online training materials using established instructional design principles.
  • Applying the ADDIE instructional design methodology to evaluate and improve curriculum.
  • Reviewing learning objectives for alignment with instructional content and assessment methods.
  • Evaluating instructional materials for organization, readability, learner engagement, and adult learning effectiveness.
  • Providing written recommendations to improve instructional quality and learner outcomes.
  • Participating in curriculum review boards and technical review meetings.
  • Collaborating with Subject Matter Experts to ensure technical accuracy and instructional effectiveness.
  • Reviewing course materials for compliance with Section 508 accessibility requirements, when qualified.
  • Performing accessibility testing utilizing DHS Trusted Tester methodologies, when assigned.
  • Preparing written reports documenting instructional and accessibility findings.
  • Supporting updates to curriculum based upon Government direction.
  • Assisting with special projects supporting FEMA NTED as assigned.

Minimum Qualifications

  • Bachelor's Degree from an accredited college or university.
  • Minimum two (2) years of professional instructional design experience.
  • Working knowledge of adult learning principles and instructional design methodologies.
  • Experience developing, reviewing, or evaluating instructor-led or online training.
  • Strong written and verbal communication skills.
  • Ability to prepare professional reports and recommendations.
  • Proficiency using Microsoft Office applications.
