Job description

To serve the Commonwealth and collaborate on the implementation and enforcement of DEQs regulatory programs to ensure fair and consistent application of laws, regulations, policies, and procedures. Be attentive to the application of consistency while promoting OneDEQ mindset and a commonsense approach to doing business. This includes effective and efficient hiring, training and integration of staff to assure timely and accurate work products across all facets of agency business. Coordinate with State and Federal Agencies. Identify challenges and provide solutions. Manage individual(s) to meet agency goals while leading regardless of title or tenure to produce the best product for the Agency and the Commonwealth.

Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

  • Combination of education or training with major coursework in environmental science or engineering, biological or ecological sciences, hydrology, soil science, natural resource management or related fields or a combination of education and experience demonstrating an equivalent technical background.
  • Demonstrated experience in DEQ water program processes is a plus. 
  • Demonstrated experience with computer systems. Wetland Professional in Training (WPIT), Professional Wetland Scientist (PWS), or Professional Wetland Delineator (PWD) certifications are beneficial for Virginia Water Protection Program positions. 
  • Ability to understand general engineering and science principals, database and project management, and the ability to communicate both verbally and in writing. 
  • This position requires familiarity and comprehension of State and Federal laws, regulations, DEQ policies and procedures.  
  • Ability to read, interpret and properly apply complex policies, guidelines, and regulations.
  •  Provide reasoned analysis for decision making and ability to follow APA procedures and legal processes when drafting permits, ensuring compliance and processing enforcement. 
  • Demonstrated work history and experience consistent with the 7C's of DEQ.

This position is primarily responsible for evaluating VWP Permits submitted for completeness. Developing technically accurate and appropriate permit authorizations within regulatory timeframes and in accordance with applicable laws, regulations, written policies, and procedures. Inspect and manage permits to support appropriate and timely compliance, enforcement, and remediation activities. Provides superior customer service to facilitate compliance with environmental regulations and effectively communicates departmental programs and procedures to the public.  Works with applicants and permittees to resolve issues efficiently, openly, fairly and consistently.
