Job description

CompQsoft is seeking a VoIP Deputy Project Manager to join our team of qualified, diverse individuals at Colorado Springs, CO for USAF program.

Job Description:
CompQsoft is seeking a hands-on, high-energy VoIP Deputy Project Manager to support Voice over IP (VoIP) and Unified Communications (UC) modernization efforts for Department of Defense (DoD) customers in and around Colorado Springs, CO. This role is built for a working leader โ€” someone who gets into the details alongside the team, mentors and develops technicians and engineers, and builds a stronger, more capable team over time rather than managing from the sidelines. The ideal candidate combines solid working knowledge of VoIP technologies and telephony modernization with disciplined, PMI-based project execution, supporting the Project Manager in managing scope, schedule, budget, and risk across concurrent installation, migration, and cutover activities at DoD installations.

Requirements
Project Management & Execution
โ€ข Serve as Deputy Project Manager, supporting the Project Manager in the daily execution of VoIP and Unified Communications modernization projects
โ€ข Lead site teams performing legacy TDM-to-VoIP migrations, telephony cutovers, and voice/network infrastructure upgrades at DoD facilities in the Colorado Springs area
โ€ข Develop and maintain project schedules, staffing plans, and resource assignments using PMI standard practices
โ€ข Track cost and schedule performance, escalate variances, and drive corrective action plans
โ€ข Coordinate installation, testing, and cutover activities to minimize disruption to mission-critical voice and communications systems
Team Leadership & Development
โ€ข Lead field technicians, engineers, and installers hands-on, day to day โ€” in the field with the team, not just from behind a desk
โ€ข Recruit, mentor, and coach team members to build technical skill and confidence, growing junior staff into senior contributors
โ€ข Foster a culture of accountability, safety, and continuous improvement across the project team
โ€ข Identify skill gaps and coordinate training and certification opportunities (e.g., Cisco, Avaya) to strengthen the bench
โ€ข Stay close to the work โ€” comfortable troubleshooting alongside technicians during complex installs, testing, or outages
โ€ข Build and gather a team that performs above the sum of its parts, developing people into stronger contributors and future leads
Technical & VoIP Systems Oversight
โ€ข Apply working-level knowledge of VoIP protocols and architecture (SIP, H.323, MGoogle Cloud Platform, RTP/SRTP) and Unified Communications platforms (Cisco Unified Communications Manager, Avaya Aura, Microsoft Teams Voice, or equivalent)
โ€ข Support design, configuration, and deployment of Session Border Controllers (SBCs), voice gateways, and call control infrastructure
โ€ข Coordinate integration of VoIP systems with E911/NG911 solutions and existing installation/campus network infrastructure
โ€ข Conduct site surveys, develop scope of work, and support design package development for voice and network upgrades
โ€ข Interface with network engineering to troubleshoot QoS, VLAN, and bandwidth issues affecting voice quality and reliability
Stakeholder & Communication Management
โ€ข Assist in developing and maintaining project-level client communication plans and status reporting
โ€ข Coordinate daily with government personnel, base communications offices, and subcontractors to keep work on schedule
โ€ข Support end-to-end testing and client signoff prior to all go-live, cutover, and migration activities
โ€ข Build trusted working relationships with government stakeholders and customers to maximize program effectiveness
Risk & Quality Management
โ€ข Identify and quantify project risks tied to voice system cutovers, migrations, and outages; develop mitigation strategies
โ€ข Support integrated change control and maintain accurate as-built documentation
โ€ข Manage subcontractor performance to ensure customer and company expectations are met
โ€ข Resolve field-level performance and interpersonal conflicts quickly, fairly, and directly

Required Qualifications
Education
โ€ข Bachelor''''s degree in Engineering, Information Technology, Business Administration, Project Management, or related field (equivalent hands-on experience considered in lieu of degree)
โ€ข CAPM or PMP certification preferred, or willingness to obtain within an agreed timeframe

Experience
โ€ข Minimum 3-5 years of project/program management or technical team leadership experience, including at least 2 years supporting DoD or federal government contracts
โ€ข Hands-on working knowledge of VoIP systems, Unified Communications, and telephony infrastructure (Cisco, Avaya, or similar platforms)
โ€ข Demonstrated success leading and developing field technical teams โ€” recruiting, mentoring, and building bench strength over time
โ€ข Experience with site surveys, technical requirements development, and design package support
โ€ข Working knowledge of PMI standard practices; exposure to Earned Value Management (EVM) tools and methodology preferred
โ€ข Experience coordinating cutovers, migrations, and go-live activities for voice or network systems with minimal downtime
โ€ข Familiarity with government contracting processes and RFP/proposal support a plus

Security & Clearance
โ€ข Active Secret security clearance preferred
โ€ข Ability to maintain clearance eligibility throughout employment
โ€ข Willingness to undergo additional background investigations as required by contract

Soft Skills
โ€ข Genuinely hands-on leadership style โ€” leads from the front, in the field, not just from the conference room
โ€ข Strong ability to build, motivate, and grow a team; invested in developing people, not just managing tasks
โ€ข Clear, direct communicator with technicians, engineers, and government customers alike
โ€ข Comfortable managing multiple concurrent workstreams in a fast-paced field environment
โ€ข Sound judgment and composure under pressure during live cutovers and outages

Preferred Qualifications
โ€ข Cisco (CCNA/CCNP Voice or Collaboration), Avaya, or equivalent VoIP/UC certifications
โ€ข Experience with NG911, E911, or emergency communications systems
โ€ข Familiarity with base/installation network architecture at Space Force, Army, or other DoD sites in the Colorado Springs region
โ€ข Prior military service or DoD systems experience
โ€ข Experience with structured cabling, telephony infrastructure, or low-voltage systems
โ€ข Track record of promoting from within โ€” turning junior technicians into confident team leads
โ€ข Experience supporting IDIQ/MATOC contract vehicles for DoD customers
โ€ข Security Clearance

Physical Requirements & Travel
โ€ข Based in Colorado Springs, CO with regular on-site presence at local DoD installations (e.g., Peterson SFB, Schriever SFB, Fort Carson, Cheyenne Mountain SFS)
โ€ข Ability to travel occasionally (up to 25%) CONUS as project needs require
โ€ข Ability to conduct site surveys and perform hands-on work in secure facilities, communications rooms, and occasionally construction environments
โ€ข Ability to work extended or off-hours during cutover windows to minimize mission impact

Compensation & Benefits
โ€ข Competitive salary commensurate with experience
โ€ข Comprehensive benefits package including health, dental, vision, and life insurance
โ€ข 401(k) retirement plan with company match
โ€ข Professional development opportunities and certification maintenance support
โ€ข Paid time off and holidays
