Job description

Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

We are seeking an experienced Cost Estimator that will support U.S. Navy facilities and infrastructure projects based at the Government facilities onboard NSA Naples, Italy. You will develop, review, and validate construction cost estimates throughout the project lifecycle, collaborating with project teams to ensure accurate budgeting, cost analysis, and informed decision-making.

This position is contingent upon contract award. If awarded, the contract will have a potential period of performance of up to five (5) years.

Key responsibilities:

  • Provide independent construction cost estimating support and consultation for the planning, design, construction, renovation, repair, maintenance, demolition, and facilities development of Navy, Marine Corps, and other Supported Command projects.
  • Develop, review, reconcile, and validate construction cost estimates for military and shore facility projects, considering labor, materials, equipment, subcontractors, indirect costs, escalation, contingency, logistics, phasing, and other project-specific cost drivers.
  • Prepare and review Independent Government Estimates (IGEs), planning, budgetary, parametric, ROM, detailed quantity take-offs, design milestone, and contract modification estimates.
  • Collaborate with project managers, engineers, architects, A/E firms, contractors, vendors, and stakeholders to ensure estimates align with project scope, design, schedules, constructability, market conditions, and contract requirements.
  • Support contracting activities by preparing and reviewing cost estimates for bids, change orders, claims, and contract modifications; analyze contractor proposals and provide cost analysis and negotiation support.
  • Develop and maintain Basis of Estimate (BOE) documentation, including assumptions, pricing, quantities, exclusions, risks, escalation, contingency, and project-specific cost factors.
  • Conduct market research and coordinate with suppliers, contractors, and industry representatives to validate pricing and monitor market trends.
  • Review A/E estimates and contractor proposals for accuracy, completeness, pricing, scope alignment, and compliance with applicable cost estimating criteria.
  • Participate in design workshops, estimate reviews, quality assurance, and project meetings, identifying cost impacts of design changes, constructability issues, and schedule requirements.
  • Coordinate with technical disciplines to develop and validate cost estimates for MILCON, minor works, maintenance, demolition, space utilization, and facilities development projects.

Qualifications to be successful in the role:

  • Bachelor's degree in Construction Management, Architecture, Engineering, Cost Estimating, Quantity Surveying, Business, Economics, or a related field is preferred. Formal education or technical training in these disciplines is desirable. Demonstrated hands-on construction cost estimating experience is required, with 3–5 years of design and/or construction experience preferred.
  • Certified Cost Professional (CCP) by AACE International, Tri-Service Cost Consultant registration, or an equivalent construction cost estimating credential is desirable.
  • Minimum 5 years of professional construction cost estimating experience, including new construction, renovation, repair, demolition, maintenance, and construction contract modifications.
  • Knowledge of construction cost estimating principles, methodologies, analytical techniques, and industry-standard estimating practices for a wide range of facility and military construction projects.
  • Knowledge of DoD, DON, and NAVFAC cost estimating policies, procedures, and applicable laws, codes, and regulations.
  • Proficiency with Microsoft Office, Autodesk or similar design-viewing software, cost estimating software, and MII/MCACES, RSMeans, PACES, or similar project management and estimating tools.
  • Ability to develop, organize, document, and present detailed cost estimates, Basis of Estimate (BOE) narratives, market analyses, quality control comments, and cost recommendations.
  • Knowledge of budgeting, planning, project management, and Work Breakdown Structures (WBS), including Uniformat II and MasterFormat.
  • Must have a valid US driver's license.
