Job description
Senior Records Specialist will support DISA's records management and automatic declassification mission. Depending on assignment, this senior-level professional serves either as a Senior Records Specialist at DISA Fort Meade -- leading document processing, digitization, and disposition activities -- or as a Senior Declassification Reviewer at the NARA Interagency Referral Center, conducting page-by-page classified record reviews under Executive Order 13526.
The successful candidate brings advanced expertise in document management, classified records handling, and quality control, serving as a senior practitioner who ensures accuracy, consistency, and compliance across high-volume records operations. This individual mentors junior specialists, resolves complex document determinations, and helps meet demanding production and accuracy standards in a secure environment.
This is a full-time, on-site position at a secure government facility (Fort Meade and/or NARA Archives II). An active Top Secret clearance with SCI eligibility and U.S. citizenship are required. For declassification-assigned positions, HRRDR certification and the ability to maintain CNWDI/RD/FRD access are required.
Key Responsibilities- Lead document management, scanning, indexing, metadata tagging, and quality control activities for physical and electronic records.
- (Declassification assignment) Conduct page-by-page reviews of classified records, identify equities of other agencies, prepare referral packages, and process determinations for Restricted Data (RD) and Formerly Restricted Data (FRD) in compliance with EO 13526.
- (Declassification assignment) Update the Document Declassification Support System (DDSS) and contribute research toward the DISA Declassification Guide.
- Help meet the minimum production standard of 20,000 records reviewed annually at 95% accuracy with zero security infractions.
- Ensure proper identification, labeling, retrieval, and secure handling of records and archival materials.
- Provide senior-level guidance and quality review to junior document management specialists.
- Prepare status updates, page-count reports, and referral reports as required.
- Clearance: Active Top Secret clearance with SCI eligibility (favorably adjudicated Tier 5); U.S. citizen.
- At least 5 years' experience in document management, records processing, or classified records review.
- Strong knowledge of records handling, indexing, digitization, and quality control processes.
- Ability to lift up to 50 pounds and perform duties in cold-temperature archival storage environments (declassification assignment).
- Strong attention to detail and demonstrated accuracy in high-volume records operations.
- HRRDR (Historical Records Restricted Data Reviewers) certification -- required for declassification-assigned positions.
- Experience with EO 13526 declassification, RD/FRD referrals, and the NARA Interagency Referral Center (IRC).
- Familiarity with DDSS, NARA ERA/ARCIS, and SharePoint Online.
- Prior experience supporting DISA, NARA, or an IC-agency declassification/records program.
- Bachelor's degree in a related field (advanced degree or equivalent experience substitutions may apply).
