Position: Asset Manager

General Description: 

The Asset Manager assists in overseeing the long-term financial health, physical condition, and regulatory compliance of Hudson River Housing's growing multi-family real estate portfolio. This portfolio encompasses permanent supportive housing, senior living, and multi-family affordable developments funded through New York State Homes and Community Renewal (NYSHCR), HUD (Section 8), HOME funds, and Low-Income Housing Tax Credit (LIHTC) partners.

Serving as the secondary strategic contact for syndicators, lenders, property management teams, and public agencies, the Asset Manager ensures each asset achieves operational stability, honors regulatory commitments, and advances HRH's mission of community-driven development.

Principal Duties:

1.  Regulatory Compliance & Agency Reporting

Monitor adherence to complex regulatory agreements across NYSHCR, HUD, HOME, and LIHTC programs across all HRH properties.

Work with the Director of Asset & Compliance Management to ensure timely and accurate filing of annual compliance packages, Tenant Income Certifications (TICs), utility allowance updates, and fair housing standards.

Assisting with the completion of agency physical and administrative audits (e.g., HUD REAC inspections, NYSHCR desktop and on-site reviews), coordinating with property management to resolve any findings promptly.

Assisting with staying up-to-date with all regulatory actions. Monitor and implement updates to forms, leases, addendums, and procedures to comply with LIHTC, HOME, Section 8 HUD, and federal/local fair housing laws.

2.  Financial Oversight & Portfolio Performance

Assist in tracking critical financial and operational KPIs including occupancy rates, rent collection rates, bad debt, and account receivables.

Manage operating reserves, and replacement reserves drawdown requests with NYSHCR.

Manage billing property management fees along with operating and replacement reserve transfers throughout the portfolio

3.  Property Management Oversight (NeighborWorks Standard)

Assist with evaluating property management operational performance (internal and/or third-party).

Monitor tenant retention rates, unit turnover times, and service delivery goals to ensure alignment with organizational mission.

4. Investor, Syndicator & Public Partner Relations

Serve as the secondary liaison to tax credit syndicators, investors, NYSHCR, HUD, and private financial institutions.

Assist in the completion of comprehensive quarterly and annual investor asset management reports detailing property operations, compliance, and financial health.

Ensure that insurance for all properties are up to date and valid insurance certificates required are attained.

Shop for better pricing on insurance that is equal or better than what we have for our properties.

5.  Capital Planning & Property Stewardship (Expanded)

Perform site visits and property walkthroughs periodically throughout Dutchess County to monitor property maintenance quality, safety, and preservation standards.

Work with the VP of Maintenance regarding multi-year Physical Needs Assessments (PNAs) and capital expenditure schedules across the portfolio.

6.  Long-Term Asset Strategy & Repositioning

Analyze LIHTC Year-15 investor exit strategies, track loan maturities, and evaluate debt refinancing or re-syndication options.

Qualifications & Requirements

Education: Bachelor's degree in Real Estate, Finance, Business Administration, Urban Planning, or related field (or equivalent practical experience) preferred.

Experience: 2-4 years in affordable housing asset management, real estate financial analysis, or property management.

Technical Expertise: Knowledge of LIHTC (Section 42), NYSHCR compliance guidelines, HOME program rules, and HUD regulatory structures highly preferred.

Software & Systems: Proficiency with real estate financial modeling (Excel) and property management Yardi.

Certifications (Preferred): CHAM (Certified Housing Asset Manager) or AMS (Asset Management Specialist) via NeighborWorks highly preferred. HCCP (Housing Credit Certified Professional), TCS (Tax Credit Specialist), or COS (Certified Occupancy Specialist) also valued.

Compensation & Working Conditions

Salary: $60,000 commensurate with experience.

Location: Poughkeepsie, NY
