To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Experience with engine department shipboard operations and maintenance at the level of Second Assistant Engineer or higher on merchant vessels, with comprehensive knowledge of the technical skills required for licensed and unlicensed engineering positions, and familiarity with current maritime technologies;
- Knowledge of international credentialing requirements under the International Convention on Standards of Training, Certification, and Watchkeeping (STCW) for Seafarers, 1978, as amended, at the management or operational level;
- Experience interpreting and applying U.S. and international maritime regulations, policies, and standards relevant to engineering operations and personnel;
- Exceptional verbal and written communication skills, with demonstrated ability to clearly convey complex technical information to diverse audiences and to build productive professional relationships;
- Proven ability to work effectively as part of a team, collaborating with colleagues and stakeholders to achieve organizational goals
NOTE: Education cannot be substituted for experience at this grade level.

You must hold or have held a U.S. Merchant Mariner credential in the grade of 2nd Assistant Engineer, Unlimited with STCW endorsement as Officer In Charge of an Engineering Watch or higher; 3rd Assistant Engineer Unlimited with STCW endorsement as Officer In Charge of an Engineering Watch with a minimum of 2 years as an engineer officer on vessels of at least 4000 horsepower; OR Chief Engineer, Limited, Assistant Engineer, Limited or DDE Unlimited with STCW endorsement as Officer In Charge of an 6 Engineering Watch (or higher) with minimum of 2 years experience under the authority of the credential on vessels of at least 4000 horsepower.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education:This position does not have a positive education requirement.
