DCSA Senior Human Resources Specialist (SEMO Support)

Work Location: DCSA HQ, Quantico, VA
Job Type: Full-time, Contract

Summary

C² Technologies seeks a DCSA Senior Human Resources Specialist (SEMO Support) to provide senior-level human resources and executive management support for Senior Executive Management Office operations.

This position will support executive lifecycle management, executive recruitment and onboarding, performance management, succession planning, compliance tracking, position documentation, policy support, and workforce reporting. The successful candidate will provide analytical and administrative support for executive personnel processes and senior leadership activities.

Responsibilities
  • Support executive performance management processes.
  • Provide Performance Review Board support and assist with executive performance reviews.
  • Assist with executive recruitment and onboarding workflows for DISES and DISL positions.
  • Support succession planning and senior talent management analysis.
  • Draft and format executive DISES/DISL position descriptions.
  • Track executive hiring workflows and required documentation.
  • Support executive qualification and review processes.
  • Support Executive Core Qualifications and Qualifications Review Board processes.
  • Maintain SEMO standard operating procedures, guidance, governance documents, and related documentation.
  • Produce reports on executive workforce activities and compliance.
  • Support executive workforce planning and staffing activities.
  • Support training request tracking and administrative processing.
  • Maintain accurate executive personnel and compliance records.
  • Provide administrative and analytical support to senior leadership and executive management activities.
RequirementsEducation
  • Bachelor's degree required.
  • Degree in Human Resources, Public Administration, or a related field preferred.
Experience
  • Experience in federal human resources operations or executive personnel management.
  • Experience supporting workforce planning or executive staffing processes.
  • Experience providing administrative and analytical support for complex HR activities.
  • Experience supporting senior-level recruitment, staffing, onboarding, or performance management processes.
  • Experience with federal executive HR systems or Department of Defense personnel systems preferred.
  • Experience supporting senior leadership or executive boards preferred.
  • Experience supporting executive qualification, review, or succession planning processes preferred.
Required Certifications amp; Clearance
  • SECRET clearance required.

Base Salary Range: $75,000 – $115,000 / year. Our salary ranges are determined by role, level, and structural alignment. Individual pay is influenced by several factors, including the candidate's work location, relevant experience, skillset, and contract constraints.
