As a Management & Program Analyst (Operations) at the GS-0343-13, you will be part of HRS FSC USA Hire Program Office of Personnel Management. If selected, you will be responsible for supporting USA Hire program planning, financial management, contract management, reporting, and operational improvements for government-wide assessment services.

Duties
Help
- Supports USA Hire program planning, operations, resource analysis, and service delivery improvements.
- Conducts studies and analyzes program data to assess efficiency, effectiveness, risks, and resource needs.
- Prepares reports, responses, procedures, plans, business documents, and operational data summaries.
- Manages projects by tracking milestones, coordinating stakeholders, resolving issues, and reviewing deliverables.
- Supports budget planning, expenditure monitoring, pricing, billing, and multi-year resource requests.
- Assists with acquisition planning, statements of work, proposals, contract documents, and vendor coordination.
- Advises managers and stakeholders on program operations, business processes, and management improvements.

Qualifications
For the GS13: You must have one year of specialized experience equivalent to at least the GS-12 level in the Federal service, or equivalent, performing management or program analysis work that includes:
- Analyzing program operations, business processes, resource needs, or performance data to recommend improvements to program efficiency or service delivery;
- Managing or coordinating projects by developing plans, tracking milestones, monitoring deliverables, resolving issues, or communicating status to stakeholders;
- Preparing written products such as reports, procedures, business plans, requirements documents, briefing materials, or responses to official information requests;
- Supporting budget, pricing, billing, expenditure tracking, resource planning, or financial reporting activities for a program or service; and
- Supporting acquisition or contract activities by drafting statements of work, reviewing proposals, tracking contract milestones, coordinating with contracting staff, or monitoring vendor deliverables.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS 13 level.
