Job description

AV is looking for a highly talented Electromagnetic Spectrum Manager to support the Missile Defense Agency (MDA) Spectrum Management Office (SMO) within the Office of the Chief Engineer (MDA/CED). This role focuses on advancing mission-critical initiatives through comprehensive spectrum lifecycle management —including system certification, frequency authorization, interference resolution, and global deployment coordination.

Regular Job Description Provide direct operational and administrative support to the MDA SMO (CED) under the Specialty Engineering Director. Manage and maintain the Frequency Authorization tracker for all MDA missions, ensuring absolute data accuracy and consistency. Develop, author, and submit System Certifications (DD1494) utilizing STEPSTONE and EL-CID programs.

Develop, coordinate, and submit frequency authorization requests utilizing Spectrum XXI (SXXI) for developmental, fielded, and new systems. Develop, update, and maintain critical reports and databases to support operational and engineering activities. Troubleshoot, analyze, and resolve electromagnetic interference (EMI) issues between developmental and deployed systems. Document standard operating procedures (SOPs), workflows, and technical solutions to support knowledge sharing and team efficiency. Develop, update, compile, and submit Host Nation Coordination (HNC) packets and Site Surveys for globally deploying systems.

Required

Bachelor's Degree. 7+ years of relevant experience. Active Secret Clearance. Understanding of Radio Frequency (RF) theory and electromagnetic principles. Excellent problem-solving skills and strict attention to detail.

Strong communication and collaboration skills to work effectively in a team environment. Ability to manage multiple tasks and priorities in a fast-paced environment. Proficiency in Microsoft Office suite (PowerPoint, Excel, Word) and Teams. Desired Graduate of a military spectrum management school 4+ years of experience within federal/DoW spectrum management Ability to obtain / Active Top Secret / SCI security clearance Experience with Spectrum XXI (SXXI) Knowledge of the NTIA Manual (Redbook) Experience with the GEMSIS suite (Stepstone, Host Nation Spectrum Worldwide Database Online [HNSWD-O], Joint Spectrum Data Repository [JSDR], Integrated Spectrum Desktop) Knowledge of electromagnetic propagation modeling, wave behavior, and signal attenuation Experience with MATLAB or other programming languages Knowledge of the Joint Spectrum Interference Resolution Online (JSIR-O) portal Experience with NTIA EL-CIDKnowledge of standard engineering practices Experience with automation tools or programming/scripting languages to aid in data analysis ITAR Requirement This position requires access to information that is subject to compliance with the International Traffic Arms Regulations ("ITAR") and/or the Export Administration Regulations ("EAR").
