The Program Manager serves as McKissack & McKissack’s senior representative for Dallas Independent School District (DISD), providing comprehensive oversight of multiple capital projects within the district’s bond and capital improvement programs. This role is responsible for managing scope, budget, schedule, quality, and stakeholder coordination across a portfolio of K–12 educational facilities, ensuring alignment with DISD objectives, regulatory requirements, and McKissack standards. The ideal candidate is a strategic leader with deep public-sector experience, strong communication skills, and the ability to manage complex programs in active school environments.

Responsibilities:

• Provide overall program management leadership for multiple DISD capital projects from planning through closeout.

• Serve as the primary point of contact between DISD, design teams, contractors, regulatory agencies, and community stakeholders.

• Oversee project managers and construction managers responsible for individual projects within the program.

• Manage program-level schedules, budgets, cash flow projections, and risk registers; ensure consistency and transparency in reporting.

• Review and monitor project scopes, contracts, change orders, pay applications, and cost forecasts across the program.

• Ensure compliance with DISD policies, bond requirements, procurement regulations, and reporting standards.

• Lead planning, phasing, and coordination efforts to support construction within occupied school campuses.

• Facilitate program meetings, executive briefings, board-level updates, and stakeholder engagement sessions.

• Oversee quality assurance and quality control processes across all projects; ensure consistency in standards and documentation.

• Coordinate safety oversight in collaboration with McKissack safety leadership and project teams.

• Support achievement and reporting of MWBE/SBE/DBE participation goals in accordance with DISD requirements.

• Identify program-level risks and implement mitigation strategies to protect schedule, budget, and educational continuity.

• Ensure timely and accurate project and program closeout, including documentation, warranties, and final acceptance.

Qualifications

• 10+ years of progressive experience in program management, project management, or owner’s representative roles.

• Demonstrated experience managing K–12 or public-sector capital improvement programs, preferably for large urban school districts.

• Bachelor’s degree in Construction Management, Engineering, Architecture, or a related discipline required.

• Professional certifications such as PMP, CCM, or equivalent strongly preferred.

• Strong knowledge of construction delivery methods (CMAR, Design-Build, Design-Bid-Build) and Texas public procurement processes.

• Proven ability to manage multiple projects simultaneously while maintaining program-level oversight.

• Excellent leadership, communication, and stakeholder management skills.

• Proficiency in Microsoft Office and project management platforms such as e-Builder, Procore, Primavera P6, or similar systems.

• Ability to work within active school environments and coordinate around academic calendars.

• Ability to travel to DISD project sites throughout the DFW metroplex as required.

• Valid driver’s license and reliable transportation required.

Compensation:

Salary range: $145,000 - $175,000/yearly (dependent on years of experience, competency, travel requirements)
