Job description

Overview
The Program Manager (PM) shall provide overall management, direction, administration, documentation, quality assurance, and leadership.The PM is responsible for ensuring contractual, technical, schedule, and quality objectives are met and serves as the authorized primary point of contact with the Government.
Responsibilities
  • Provide day-to day leadership and oversight for all contractor personnel and task execution.
  • Serve as the single point of contact for the Government COR and interface regularly with Government management personnel.
  • Ensure performance aligns with Government policies, objectives, priorities, and mission goals.
  • Formulate, implement, and enforce work standards, quality assurance processes, and performance controls. Identify, mitigate, and resolve contractor performance issues, risks, and discrepancies to ensure uninterrupted task execution.
  • Develop and manage personnel assignments, staffing plans, and project schedules to support task order requirements.
  • Communicate Government direction, policies, and expectations clearly and effectively to the contractor team.
  • Oversee the development, maintenance, and delivery of all program- vel l and task-order-level documentation.
  • Ensure program artifacts are developed and maintained in accordance with DoD acquisition-related instructions and remain compliant with DoD CIO policies and regulations.
  • Direct the preparation and submission of required reports and documentation, which may include: Program Management Plans (addressing schedule, resources, risk, and communications) Periodic status reports tracking deliverables, milestones, issues, risks, metrics, and resource utilization. Analyze Government-provided and contractor-developed documents to prepare briefings, point papers, reports, and presentation materials. Present information to a wide range of audiences. Deliverables may include, but are not limited to: Briefings and executive presentations, Point papers and analytical reports, Program management and planning documentation, Status and performance reports, Specific deliverables, formats, frequencies, and delivery timelines will be defined at the individual task order level.
  • Must have the ability to communicate accurate information

Qualifications
Required:
  • Secret Clearance.
  • PMP Certification.
  • Minimal 10 years of experience as Program Manager and 7 years supporting DoD or Federal acquisition programs
  • Proven experience managing complex programs or task orders in a DoD or federal contracting environment
  • Strong leadership, organizational, and communication skills
  • Demonstrated ability to interface effectively with Government CORs and senior stakeholders
  • Experience developing and managing program schedules, staffing plans, and performance metrics
  • Ability to ensure compliance with DoD policies, acquisition guidance, and CIO regulations
  • Strong written and verbal communication skills, including executive-level briefing experience
  • Experience including leadership of BCAT I / ACAT I-II or equivalent enterprise programs for at least 4 years.

Desired:
  • Experience supporting USTRANSCOM and working on at USTC.
  • Experience supporting DoD.
