About the Opportunity:

This position provides essential analytical, operational, and technical support to the Capital Project Services division. The role focuses on improving project delivery workflows, supporting ODOT certification compliance, organizing and governing SharePoint content,maintainingthe Project Management Resource Manual, andassistingwith the rollout of new project management software. The Management Analyst II evaluates processes, interprets regulations, develops recommendations, prepares reports, and supports information system implementation to ensure efficient, compliant, and consistent project delivery across the division.

IdealKnowledge, Skills, and Abilities (KSAs):

  • Knowledge of public administration practices, including grant monitoring, regulatory compliance, and program analysis to support capital project requirements.

  • Understanding of governmental financial principles, including experience preparing or tracking grant status reports, contract documentation, and projectrelated expenditures.

  • Skill in interpreting and applying regulations, including federal, state, and departmental guidelines relevant to capital projects, funding requirements, and compliance processes.

  • Experience supporting information system development and implementation, including coordinating with ITS, troubleshooting user issues, and helping deploy platforms such as SharePoint or project management systems.

  • Ability to analyze operational and organizational problems, evaluate alternatives, and make clear, datasupported recommendations that improve project delivery workflows and documentation.

  • Strong data collection, reporting, and documentation skills, including preparing reports,maintaininglarge documents (e.g., manuals), ensuring version control, and using spreadsheets, databases, and other analytical tools.

Minimum Qualifications

Education and Experience:

  • Bachelor's Degree in publicor business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND two (2) years of progressively responsible professional experience in administrative, operations, or similar analyses. OR

  • Associate Degreein public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND four (4) years of progressively responsible professional experience in administrative, operations, or similar analyses. OR

  • High School Diploma/GED; AND six (6) years of progressively responsible work experience in administrative, operations, budgetary, and similar analyses, of which at least two (2) years of this experience is in the public sector for a medium or large governmental unit.

Aboutthe Department/Division:

The Land Use and Transportation (LUT) Department supports planning, development, and delivery of county infrastructure. Within LUT, the Capital Project Services (CPS) division manages capital improvement projects and provides operational, analytical, and compliance support necessary for effective project delivery. CPS coordinates ODOT certification requirements,maintainsproject management resources, implementsnew informationsystems, and supports crossdepartment collaboration for federally and locally funded transportation projects.
