Job Description

Link Solutions is seeking a Deputy Program Manager/Chief Infrastructure Engineer to support the Army Research Laboratory (ARL) Information Technology Modernization and Support Services program in Adelphi, MD.

The Deputy Program Manager/Chief Infrastructure Engineerย will serve as the principal infrastructure engineering advisor to the Program Manager and Government leadership. This role provides technical leadership across enterprise infrastructure operations, datacenter technologies, server administration, Active Directory services, Nutanix infrastructure, enterprise storage, networking, endpoint management, cybersecurity, and hybrid cloud environments supporting critical research and mission operations.

This is a hands-on technical leadership position. While the role includes program leadership and modernization responsibilities, successful candidates must possess extensive real-world experience designing, implementing, administering, troubleshooting, and operating large-scale enterprise infrastructure environments.

The ideal candidate is a senior infrastructure engineer who has advanced into technical leadership while maintaining deep expertise across enterprise server platforms, Active Directory, Nutanix infrastructure, enterprise storage, networking, identity services, and datacenter operations.

Candidates whose experience is primarily focused on project management, cybersecurity governance, compliance oversight, or cloud strategy without significant infrastructure engineering experience are unlikely to be successful in this role.

Job Responsibilities:

  • Serve as the senior technical advisor to Program Management and Government leadership on enterprise infrastructure, operations, cybersecurity, and modernization initiatives.
  • Provide technical leadership across Windows and Linux server environments, Nutanix infrastructure, networking, storage, identity management, and hybrid cloud services.
  • Lead infrastructure architecture reviews, engineering assessments, and modernization efforts to ensure secure, scalable, resilient, and supportable solutions.
  • Oversee enterprise services including Active Directory, Group Policy, DNS, DHCP, PKI, authentication services, virtualization, and cloud technologies.
  • Provide technical oversight for enterprise networking, including routing, switching, firewalls, load balancing, and network operations.
  • Support infrastructure performance optimization, capacity planning, lifecycle management, disaster recovery, and business continuity initiatives.
  • Lead complex troubleshooting and root-cause analysis efforts across servers, networks, storage, virtualization, and infrastructure services.
  • Drive automation, configuration management, monitoring, and operational efficiency initiatives.
  • Evaluate emerging technologies and develop technical roadmaps aligned with mission requirements and long-term organizational objectives.
  • Ensure compliance with cybersecurity requirements, including RMF, Continuous ATO, STIG implementation, vulnerability management, and security hardening.
  • Provide mentorship and engineering oversight to systems administrators, network engineers, infrastructure engineers, and technical support personnel.
  • Support workforce planning, technical resource allocation, risk management, and program execution activities.
  • Lead technical working groups, architecture reviews, and change management processes.
  • Communicate technical risks, recommendations, priorities, and strategic initiatives directly to Government stakeholders and program leadership.

Compensation Range:ย 

  • $135,000 - $175,000

Several factors influence the final salary or hourly rate, including but not limited to contract wage determinations, relevant work experience, role-specific skills and competencies, geographic location, educational background, certifications, and federal government contract labor categories.

Qualifications
  • U.S. Citizen.
  • Active Secret Clearance or the ability to obtain and maintain a Secret Clearance.
  • IAT Level II certification (CompTIA Security+ CE, SecurityX, GICSP, GSEC, SSCP, or higher equivalent) in accordance with DoD 8570/8140 requirements.
  • Bachelor's degree in Information Technology, Computer Science, Engineering, or a related technical discipline.
  • Twelve (12+) years of progressive experience supporting, engineering, administering, and leading enterprise IT infrastructure environments within large-scale DoD, Federal, research, or similarly complex organizations.
  • Demonstrated experience designing, implementing, administering, and troubleshooting enterprise Windows and Linux server environments.
  • Experience with Active Directory, Group Policy, DNS, DHCP, PKI, identity management, and authentication services.
  • Experience supporting enterprise virtualization and hyperconverged infrastructure platforms, including Nutanix AHV, VMware, Hyper-V, or equivalent technologies.
  • Knowledge of enterprise storage solutions, backup and recovery technologies, disaster recovery, business continuity, and datacenter operations.
  • Experience with Layer 2/Layer 3 networking, including routing, switching, VLANs, firewalls, and network troubleshooting.
  • Experience with endpoint management, patch management, infrastructure monitoring, systems administration, and performance optimization tools.
  • Demonstrated ability to troubleshoot and resolve complex infrastructure, server, storage, and network issues within large-scale enterprise environments.
  • Experience supporting enterprise environments serving 1,000+ users and managing infrastructure throughout its lifecycle.

Preferred:

  • Experience serving in a senior technical leadership role such as Infrastructure Architect, Chief Infrastructure Engineer, Technical Director, Chief Systems Engineer, or similar position.
  • Experience leading infrastructure engineering teams within complex DoD, Federal, research, or enterprise environments.
  • Experience supporting classified and unclassified networks, research computing, laboratory environments, or infrastructure modernization initiatives.
  • Strong understanding of hybrid cloud architectures, cybersecurity integration, and enterprise IT operations.
  • Ability to communicate complex technical concepts and provide actionable recommendations to senior Government and contractor leadership.
  • Relevant advanced certifications such as PMP, CISSP, CCSP, Nutanix, Microsoft, Azure, AWS, CCNP, or ITIL.
  • Excellent written, verbal, and presentation communication skills.
