Oracle Cloud Infrastructure is scaling rapidly to meet global cloud and AI capacity demand. The Datacenter Design organization is expanding its technical program management capability to improve the speed, consistency, and predictability of data hall design delivery across Oracle's global datacenter portfolio.
We are seeking a Principal Technical Program Manager - Data Hall Design to drive complex, cross-functional infrastructure programs that support OCI capacity growth. This role will report to the Director of Technical Program Management for Data Hall Design and will operate as a senior individual contributor responsible for program execution, delivery governance, risk management, dependency tracking, process improvement, and stakeholder alignment.
Data Hall Design includes the physical infrastructure design workstreams required to prepare data halls for scalable OCI deployment, including structured cabling, fiber infrastructure, low-voltage systems, physical networking dependencies, construction handoffs, colocation readiness, and operational handoff milestones.
This is an individual contributor role with no direct people-management responsibilities. Success in this role requires technical depth, strong ownership, structured execution, executive-ready communication, and the ability to drive clarity across ambiguous, high-stakes infrastructure programs.
Responsibilities
Program Leadership and Governance
  • Drive planning and execution for complex Data Hall Design programs, including roadmaps, milestones, dependencies, risks, decisions, and measurable outcomes.
  • Establish and maintain program mechanisms such as milestone reviews, dependency trackers, risk registers, executive updates, KPI dashboards, and escalation paths.
  • Translate OCI capacity priorities into clear execution plans that align design, construction, networking, colocation, operations, supply chain, vendor, and automation workstreams.
  • Prepare clear, concise updates for senior leaders, including delivery status, risks, trade-offs, mitigation plans, and decision recommendations.

Data Hall Design Delivery
  • Drive cross-functional execution across structured cabling, fiber infrastructure, low-voltage systems, physical networking dependencies, construction handoffs, colocation readiness, and operational handoff milestones.
  • Partner with design engineering teams to ensure deliverables support scalability, maintainability, performance, cost, deployment speed, and operational readiness.
  • Identify and resolve blockers that could impact design release dates, construction execution, network readiness, vendor delivery, colocation fit-out, or OCI capacity availability.
  • Maintain accurate program plans, schedules, dependency maps, decision records, and status reporting across assigned programs.

Process Excellence and Standardization
  • Drive adoption of standardized design processes, templates, review cadences, handoff checklists, exception tracking, and change-management mechanisms.
  • Use data, metrics, and operating reviews to improve schedule predictability, blocker resolution, design package readiness, and handoff quality.
  • Partner with tooling, workflow automation, dashboarding, and reporting teams to improve visibility, accountability, and execution performance.
  • Capture lessons learned and help improve repeatable program mechanisms across regions and design workstreams.

Cross-Functional Stakeholder Engagement
  • Serve as a key execution partner across Datacenter Design, Physical Networking, Construction, Colocation, Capacity Planning, Supply Chain, Datacenter Operations, Infrastructure Delivery, vendors, and automation teams.
  • Align stakeholders around goals, owners, timelines, risks, trade-offs, and decision points.
  • Influence without direct authority to drive accountability, unblock execution, and maintain urgency across multiple organizations.
  • Communicate effectively with technical and business stakeholders at multiple levels, from detailed project reviews to senior leadership updates.

Minimum Qualifications
  • 8+ years of experience in Technical Program Management, Infrastructure Program Management, Datacenter Delivery, Engineering Operations, Cloud Infrastructure, or a related field.
  • Proven experience driving large-scale, cross-functional technical or infrastructure programs across cloud infrastructure, hyperscale datacenters, physical networking, colocation, telecommunications, construction, or mission-critical facilities.
  • Strong understanding of infrastructure delivery lifecycles, including design, construction, colocation readiness, networking dependencies, implementation readiness, operational readiness, and handoff to delivery or operations teams.
  • Experience building and operating program mechanisms such as roadmaps, milestone plans, dependency trackers, risk registers, executive reporting, dashboards, and KPI-based performance tracking.
  • Demonstrated ability to manage ambiguity, assess risk, evaluate trade-offs, prioritize competing demands, and drive decisions across engineering, construction, operations, supply chain, vendor, and business stakeholders.
  • Strong analytical and problem-solving skills, with experience using data to identify trends, isolate root causes, and drive process improvement.
  • Excellent written and verbal communication skills, including experience preparing executive-ready updates and driving alignment across technical and business teams.
  • Bachelor's degree in Engineering, Construction Management, Business Administration, Project Management, Computer Science, Information Systems, or a related technical or quantitative field, or equivalent practical experience.

Preferred Qualifications
  • Experience with OCI, hyperscale cloud infrastructure, global datacenter delivery, data hall design, physical networking, structured cabling, fiber infrastructure, low-voltage systems, or colocation delivery.
  • Familiarity with datacenter design workflows, design documentation, construction handoffs, operational readiness processes, and tools such as AutoCAD, Revit/BIM, or equivalent systems.
  • Experience using program management platforms, workflow tools, dashboarding, reporting, data analysis, or automation tools to improve portfolio visibility and execution performance.
  • Experience driving standardization across global programs, including reference designs, change management, review processes, handoff mechanisms, and operational readiness frameworks.
  • Experience partnering with software, tooling, data, or automation teams to improve infrastructure delivery processes.
  • Experience working with vendors, colocation providers, regional delivery teams, and cross-functional engineering organizations.
  • Advanced degree in a technical, business, project management, or quantitative field.

US: Hiring Range in USD from: $97,500 to $209,500 per annum. May be eligible for bonus and equity.
