Job description

GovCIO is seeking a Senior Asset Management Specialist to support a critical government computer system for the U.S. Coast Guard (USCG) Software Yard - Business Coordination Branch. This role is primarily responsible for leading enterprise IT asset management (ITAM) strategies, guiding resource planning and budget formulation, and optimizing software and hardware portfolios across the acquisition and financial backbone of the Software Yard. This position will be located in Kearneysville, WV, and will be a hybrid position. Responsibilities As a Senior Asset Management Specialist, you will serve as a primary operational leader within the acquisition and financial framework of the Software Yard. You will establish and enforce comprehensive asset lifecycle baselines to ensure all IT investments are secure, compliant, and cost-effective. Key responsibilities include: * Lead, optimize, and oversee the lifecycle management of all software licenses, hardware components, and cloud-based resources utilized across the Software Yard's engineering branches. * Drive budget formulation and long-term resource planning by delivering predictive asset lifecycle costs, license compliance models, and procurement forecasting. * Architect and govern the Configuration Management Database (CMDB) and ITAM toolsets to maintain absolute data integrity across multiple technology domains. * Provide strategic contracting support by analyzing enterprise license agreements (ELAs), managing vendor relationships, and evaluating complex software maintenance renewals. * Execute advanced utilization audits and cost-optimization analyses to identify systemic cost-saving targets, redundant software platforms, and underutilized cloud resources. * Enforce absolute alignment of asset tracking baselines with federal IT asset management policies, government regulations, and USCG security mandates. * Collaborate closely with government leadership, Product Owners, and engineering leads to integrate upcoming architectural modernizations into future procurement roadmaps. * Create, review, and maintain enterprise-wide documentation, standard operating procedures, and governance frameworks for IT asset management. Qualifications Bachelor's with 6 - 9 years (or commensurate experience) Required Skills & Experience * Senior-level IT asset management (ITAM) experience overseeing complex software and hardware portfolios within a federal or enterprise environment. * Proven experience managing major enterprise licensing models (e.g., VMware/VCF per-core, Microsoft EA, Oracle, SaaS) and defending against compliance audits. * Comprehensive operational understanding of federal procurement frameworks, IT service management (ITSM), and strategic resource planning. * Strong experience engineering workflows within enterprise ITAM/CMDB platforms to automate asset tracking and discovery. * Proficiency tracking tasks, license distributions, and system dependencies using enterprise systems (such as ServiceNow, Jira, or Azure DevOps). * Strong foundational understanding of diverse IT domains, including cloud-native environments, virtualization licensing, software-defined infrastructure, and hardware lifecycles. Clearance Required: Active Secret Clearance Preferred Skills & Experience * Experience supporting U.S. Coast Guard, Software Yard, or Department of Homeland Security (DHS) business and acquisition programs. * Deep familiarity with USCG financial management systems, contracting structures, or PEO C5I acquisition lifecycles. * Relevant enterprise-level certifications highly preferred (e.g., Certified IT Asset Manager (CITAM), Certified Software Asset Manager (CSAM), Certified Hardware Asset Management Professional (CHAMP), or ITIL Intermediate/Expert). * Understanding of Cloud Financial Operations (FinOps) and experience tracking asset optimization/consumption metrics within AWS or Microsoft Azure. * Experience leading asset verification audits in support of software assurance baselines, continuous authorization boundaries, or DISA STIG compliance. #JP #USCG #DICE Posted Salary Range USD $70,000.00 - USD $90,000.00 /Yr.
