The Naval Information Warfare Center Atlantic (NIWC LANT) Cloud Computing Innovation, Transformation, and Integration (CLOUD CITI) Division provides hosting platforms for Navy, DoD, and Homeland Security applications across Component Enterprise Data Centers (CEDCs) and commercial cloud environments. As part of this program, we are seeking a highly skilled Oracle Database and Middleware Administrator to support the Service Delivery IPT. This role requires expertise across Oracle database and middleware technologies, with a focus on performance, availability, security, and compliance. The ideal candidate operates independently, proactively resolves issues, and supports mission-critical systems in both on-premises and cloud environments.

Responsibilities: Oracle Administration
  • Install, configure, patch, upgrade, and secure:
    • Oracle Database (including Multitenant)
    • Oracle Fusion Middleware & WebLogic Server
    • Oracle HTTP Server
    • Oracle Identity Management
    • Oracle Enterprise Manager
    • Manage database environments (Dev/Test/Prod):
      • Backup and recovery (RMAN, export/import, cloning)
      • User access and privilege management
      • Storage, tablespace, and parameter configuration
      • Performance tuning and memory management
Middleware & Application Support
  • Administer WebLogic domains and servers
  • Manage application deployments and configurations
  • Configure SSL, certificates, and encryption key
Monitoring & Performance
  • Perform health checks, monitoring, and performance tuning
  • Conduct root cause analysis using logs and diagnostic tools
Security & Compliance
  • Implement and maintain security controls:
    • STIG hardening and FIPS 140-2 compliance
    • SSL/PKI authentication and encryption
    • Access control, auditing, and monitoring
  • Support audits and maintain compliance documentation
  • Support AWS services (EC2, RDS for Oracle, S3)
  • Operate across Linux and Windows environments
  • Partner with engineering, development, and security teams
  • Maintain documentation for configurations, procedures, and runbooks
  • Recommend and implement performance and scalability improvements
  • Stay current with Oracle technologies and patches
  • Provide on-call support for critical issues and maintenance
Requirements/Experience
  • Bachelor’s degree in Engineering, Mathematics, or Computer Science
  • Required CompTIA Security+ or CASP or CISSP
  • Required Database (Oracle preferred) or Cloud (AWS preferred) Certification
  • Ability to obtain Agile Developer certification or Certified Scrum Developer certification
  • Strong experience with Oracle Database (12c, 19c, or later)
  • Experience with Oracle WebLogic, Fusion Middleware, Identity Management, and web servers (Oracle HTTP Server, Apache, Tomcat)
  • Proficiency in Linux and Windows administration
  • Scripting experience (Shell, Python, or PowerShell)
  • Knowledge of security standards (STIG, FIPS 140-2, SSL/PKI)
  • Experience with backup and recovery processes
  • Familiarity with Oracle Enterprise Manager
  • Working knowledge of AWS (EC2, RDS, S3)
  • Experience with additional RDBMS (SQL Server, PostgreSQL)
  • Familiarity with cloud-native and hybrid database architectures
  • Experience with high availability and disaster recovery (HA/DR)
