We are seeking a Consulting GIS Specialist (Service Center Manager & Site Supervisor/Application Developer) to support the U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation) by managing GIS technical service operations and providing advanced Geographic Information Systems (GIS) application development support.

This is a proposal position contingent upon contract award.

So, what will the Consulting GIS Specialist at Terrestris do?

The Consulting GIS Specialist will oversee day-to-day operations of the CGBGIS Service Center, including workload management, team supervision, GIS production quality, database maintenance, user support, training, and delivery of GIS solutions. The ideal candidate will possess strong ESRI platform expertise, GIS programming experience, enterprise application development skills, and the ability to lead technical teams supporting mission-critical geospatial programs.

What does a typical day look like for the Consulting GIS Specialist?

You will:

  • Manage daily operations of the CGBGIS Service Center, including workload prioritization, scheduling, resource allocation, and project delivery.
  • Supervise and assign work to GIS programmers, production specialists, and technical staff.
  • Oversee GIS production quality, database updates, user access management, training activities, and technical support.
  • Coordinate staffing support, billing/payroll/benefits administration, travel requirements, and operational reporting.
  • Analyze GIS system requirements and recommend technical solutions, process improvements, and infrastructure enhancements.
  • Design, develop, and maintain GIS production tools, user interfaces, enterprise GIS applications, and automated workflows.
  • Develop GIS solutions using ESRI technologies, including ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and related platforms.
  • Create and maintain GIS models, scripts, and automation tools using Python, Arcade, and ModelBuilder.
  • Support enterprise geodatabase management, GIS application development, and data integration efforts.
  • Develop GIS applications using JavaScript APIs and ArcGIS Online capabilities.
  • Perform requirements analysis, cost estimating, workload forecasting, and resource planning.
  • Evaluate GIS hardware/software needs and provide recommendations for technology upgrades.
  • Support modernization initiatives involving field data collection workflows, 3D analysis, visualization, and enterprise geospatial management.

What qualifications do you look for?

  • Bachelor's degree in Geography, Natural Resources Management, Earth Sciences, Engineering, Computer Science, or a related discipline; equivalent professional experience may be considered.
  • Minimum 35 years of GIS production experience utilizing ESRI software.
  • Minimum 3 years of experience with GIS programming and automation use:
    • Python
    • Arcade
    • ModelBuilder
  • Experience supporting GIS/CAD environments and network administration.
  • Experience with:
    • Requirements analysis
    • GIS tool and user interface design
