POSITION PURPOSE

The Manager of Enterprise Data Management is accountable for managing the foundational components which are essential to supporting departmental and corporate analytics and data warehouse dashboard integration, ensuring sound, sustainable, and economically viable design in alignment with BCBSLA's Reference Architecture and Enterprise Data Sourcing Model.

This position will be responsible for advancing the overall goals of the analytic enablement within the Enterprise Information Management Division. The Manager will leverage current and develop new processes, standards, and architectural patterns to support the data engineering, analytic, and data management activities. This role will manage data integration from ingestion to consumption of internal and external data sources as well as structured and unstructured data to enable advanced analytics.

The Manager will promote and advance thinking in the organization on all aspects of data engineering including sourcing, acquisition, integration, quality, metadata management, and governance controls that leverages the Enterprise Data Warehouse (EDW) and other strategic data sources, with a focus on increased operational efficiency, reliability, and long-term viability while reducing technical debt. This position plays an integral role in the company's strategic direction, development, and future growth through the management of data and quality assurance.

QUALIFICATIONS
Education
  • Bachelor's in Business, Finance, Computer Science, Mathematics or related field required.
  • Four years of related experience can be used in lieu of a Bachelor's degree.
Work Experience
  • Must have a minimum of five (5) years of experience, with 2 years in a leadership role, in partnering with business and technical teams to provide oversight. Three years of experience as it relates to the organizational data aligned to business systems, frameworks, best practices, and requirements.
  • Experience may run concurrently.
  • Requires working knowledge in such fields as computer science, systems and data analysis, computer systems, programming, development/maintenance processes, and data management for large complex systems and data visualization.
  • Must have experience in a minimum of two (2) of the following technical competencies:
  • - Cloud technology (Azure, AWS)
  • - Data Architecture / Data Modeling
  • - Integration Platform (Informatica, Azure Data Factory, Databricks)
  • - Dimensional modeling
  • - Massively parallel processing (MPP) databases (Teradata, Synapse)
  • - Data Lake or Lakehouse
  • - Data Intelligence/Visualization (Tableau, Power BI, Qlik)
  • - Agile Planning Tools (ADO, JIRA)
  • -DevSecOps / CI-CD Pipelines
  • Knowledge of SAFe Agile delivery lifecycle, data analytics, data warehousing, data structures, repositories and data modeling required.
  • Requires extensive knowledge of the functional areas of the business that are being supported.
  • Preferred experience with information management tools such as data cleansing, data profiling, metadata management, data integration, master data, quality assurance and business intelligence.

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS
  • Work closely with all levels of leadership including technology partners to set the data engineering and management strategy and define success criteria for enterprise-wide big data and analytic initiatives.
  • Create and enforce guiding principles, standards, and best practices for data engineering and data management across the enterprise
  • Collaborate with enterprise and solution architects to ensure data solutions align with the enterprise reference architecture
  • Provide architectural leadership for data integration and delivery efforts by integrating various technologies such as cloud platforms, relational databases, and data lakehouse architectures
  • Develop and support the highly automated metadata extraction, capture, and tracking facility of the data lake including the ability to search and explore structured, unstructured, internal, and external data from multiple sources in one secure place to serve analytic use cases.
  • Participates in the selection of big data management tools and platform, creating and enforcing policies for effective data management, develop and support rapid ingestion of new datasets without extensive modeling from the data lake.
  • May supervise reporting responsibility for independent visualization and/or data contractors, data engineers and outsourcing partners.
  • Ensures data engineering personnel is suitably trained to perform all job function and suitably use project and data related tools.
  • Support multiple reporting tools in a self-service capacity and the delivery of big data advanced analytics (machine learning and text analytics).
  • Administer 3rd party purchases and in-house developed analytics algorithms.
  • Develop and support the Enterprise Data Warehouse through the inclusion of emerging/cloud technologies to evolve the data management strategy to increase capabilities, efficiency, and reliability for the Enterprise.
  • Support and manage test driven development (TDD) process with Data Integration team and automating of continuous data validation.
  • Create and report on test cases for testing and tracking defects to resolution.
  • Understand Departmental Goals and Objectives and deliver work products to contribute to those goals as well as advancing Analytics and EIM division.
