Job description

Edgewater Technical Associates is seeking qualified candidates for a Quality Control Manager opportunity to support the Savannah River Site.
Work Location: Aiken, SC
Quality Control Manager-
Quality Control Manager will support a multi-year construction project involving significant civil, mechanical, and electrical construction, including grading, storm drainage, demolition, earthwork, ductbanks, firewater, service water, process piping, electrical systems, and associated site infrastructure.
Duties:
  • Manage the project field Quality Control program and provide leadership and technical direction to QC personnel supporting civil/sitework, ductbank, mechanical piping/utilities, receipt inspection, electrical, and other construction disciplines.
  • Ensure construction inspection and testing activities comply with approved drawings, specifications, procedures, applicable codes and standards, the project Quality Management System (QMS), applicable ASME NQA-1 requirements, DOE Order 414.1D, and project-specific quality requirements.
  • Plan and coordinate QC inspection coverage based on construction schedules, work priorities, Inspection and Test Plans (ITPs), and required hold/witness points.
  • Assign QC personnel based on discipline qualifications, certifications, inspection requirements, and construction activities.
  • Verify QC personnel are appropriately qualified and certified for assigned inspection activities.
  • Provide technical oversight of field inspections, testing, receipt inspection, construction documentation, and turnover activities.
  • Oversee quality control activities associated with civil/sitework, underground utilities, ductbanks, piping, welding, mechanical systems, electrical systems, materials, and equipment.
  • Review inspection plans, inspection reports, test documentation, and other QC records for compliance with project requirements.
  • Ensure required inspections, hold points, witness points, and testing are completed and documented before work proceeds, is concealed, or is released for subsequent activities.
  • Oversee identification and documentation of nonconforming work, Conditions Adverse to Quality (CAQs), and Significant Conditions Adverse to Quality (SCAQs).
  • Manage and support Nonconformance Reports (NCRs), corrective actions, and resolution of construction quality issues through closure.
  • Monitor quality trends, recurring deficiencies, inspection findings, and corrective actions and escalate significant issues to project Quality leadership.
  • Coordinate QC activities with Construction, Engineering, Procurement, Materials Management, Testing, Commissioning, subcontractors, suppliers, and project management.
  • Ensure receipt inspection and material control activities maintain required documentation, identification, and traceability.
  • Support construction walkdowns, punch-list resolution, system completion, turnover, and readiness activities.
  • Participate in quality surveillances, audits, and assessments and support resolution of findings related to construction QC activities.
  • Interface with QA personnel to ensure field QC activities are performed in accordance with the established QMS and applicable quality procedures.

Skills/Experience:
  • Bachelor's degree in Engineering, Construction Management, Quality, Engineering Technology, or a related technical field.
  • Minimum 10 years of construction quality control, inspection, or related quality experience, including experience leading QC personnel on industrial construction projects.
  • Experience managing multidisciplinary field QC activities involving civil, mechanical/piping, electrical, and/or underground utility construction.
  • Working knowledge of ASME NQA-1 requirements and DOE Order 414.1D.
  • Experience working within a formal Quality Management System (QMS) or Quality Assurance/Quality Control program.
  • Knowledge of construction inspection processes, ITPs, hold/witness points, NCRs, corrective actions, testing requirements, and quality records.
  • Ability to read and interpret construction drawings, specifications, procedures, codes, standards, and inspection/test requirements.

Preferred Qualifications:
  • Previous QC management experience on a large-scale DOE, nuclear, industrial, infrastructure, or other highly regulated construction project.
  • Strong knowledge of ASME NQA-1 and DOE construction quality requirements.
  • NQA-1 Auditor or Lead Auditor certification.
  • AWS Certified Welding Inspector (CWI), ASNT Level II/III, or other recognized quality/inspection certification.
  • Experience supporting quality audits, surveillances, assessments, and corrective action programs.
  • Experience with receipt inspection, material traceability, construction turnover, and completion documentation.
  • Previous Savannah River Site or other DOE site experience.
