The Privacy Specialist supports the mission of the organization's Privacy Compliance Program to effectively prevent and/or detect violations of HIPAA, HITECH and other Federal and State laws, regulations and organization policies, procedures, and standards of conduct. The Privacy Specialist functions as the recognized subject matter expert (SME) and advisor to MDHHS management and project management offices for privacy-related matters across the agency. This position will help plan, develop, implement, and administer MDHHS privacy initiatives, including partnering with Security, DTMB, Legal Affairs, and other stakeholders.

This position will be responsible for the maintenance of the privacy program in compliance with MDHHS, DTMB, state and federal privacy requirements including the Health Insurance Portability and Accountability Act of 1996 (HIPAA), 42 CFR Part 2, Michigan Mental Health Code, and the Public Health Code. Conducts Privacy Threshold Analyses (PTA), Privacy Impact Assessments (PIA), and HIPAA Assessments. Reviews Data Sharing Agreements to ensure compliance with state and federal rules and regulations.

Evaluates the existing data protection framework to identify areas of no or partial compliance and rectify any issues. Promotes a culture of data protection and compliance across all agencies of MDHHS.
