Position Summary

The Analytics Engineer will play a pivotal role in establishing the foundation for data-driven decision-making, business process digitalization and enterprise-wide technology assessments in support of the Army Materiel Command (AMC) Chief Technology Officer (CTO). This position focuses on translating complex data into actionable insights that enable senior leadership to make well-grounded decisions regarding technology investments, pilot programs, and portfolio rationalization. The Analytics Engineer will design, build, and maintain the analytical tools, dashboards, and data pipelines necessary to measure technical maturity, operational efficiency, and mission alignment across the organization.

As a core member of the enterprise assessment and analytics team, you will be responsible for creating real-time decision support systems that provide granular visibility into contractor performance, technology utilization, and return on investment. You will work closely with data scientists, systems evaluation engineers, and enterprise architects to ensure that all data is traceable from source to recommendation. This role is essential for equipping leadership with the objective scoring criteria, evaluation metrics, and comprehensive reports needed to continuously improve the technology landscape.

What Youll Do

Responsibilities include, but are not limited to:

  • Develop and maintain executive decision support products, including operational dashboards and artificial intelligence (AI) pipelines.
  • Build data pipelines and visualizations within enterprise platforms (such as Army Vantage and Microsoft Power Platform) to provide real-time oversight of key metrics, including application usage, subscription consumption, and application programming interface (API) burn rates.
  • Redesign, improve, and digitalize manual processes across AMC and Major Subordinate Command staffs.
  • Design and implement comprehensive, repeatable assessments tailored to measure technical maturity, operational efficiency, program risk, and overall mission alignment.
  • Ensure strict data traceability from source data and assumptions through analyses to final recommendations.
  • Assist in establishing evaluation metrics, success criteria, data requirements, and key performance indicators (KPIs) for testing new technologies and pilot programs.
  • Support the creation of a continuously evolving assessment body that serves as a single source of truth for evaluating new and ongoing projects.
  • Produce recurring monthly portfolio dashboards and comprehensive quarterly or annual reports.
  • Less than 25% travel may be required.

Requirements and Qualifications

  • Bachelors Degree from an accredited school in a technical discipline (e.g., data science, engineering, mathematics, science, computer science, etc.).
  • Proven experience building operational dashboards and data visualizations that provide real-time decision support to senior leadership.
  • Strong expertise in developing data pipelines, including experience integrating data from various sources to track utilization, consumption, and financial metrics.
  • Expertise in business process digitalization.
  • 4+ years of relevant professional experience.
  • Expertise in languages like Python, R, and SQL; data visualization software like Tableau, Power BI, or Qlik; and data management platforms like ADVANA, Palantir Foundry, Databricks, Snowflake, and Azure Synapse Analytics.
  • Experience establishing data traceability methodologies to ensure a clear linkage between raw data, analyses, and final recommendations.
  • Ability to define objective scoring criteria, evaluation metrics, and key performance indicators (KPIs) for technology assessments.
  • Excellent written and verbal communication skills, with the ability to translate complex data into clear, actionable insights for non-technical stakeholders.
  • Active Secret security clearance or U.S. citizenship and the ability to obtain/maintain a Secret clearance.

Desired Qualififcations

  • Masters Degree from an accredited school in a technical discipline (e.g., data science, engineering, mathematics, science, computer science, etc.).
  • Experience working with Army Vantage or similar enterprise data platforms.
  • Familiarity with building artificial intelligence (AI) or machine learning pipelines for advanced analytics.
  • Previous experience supporting a Chief Technology Officer (CTO) or similar executive-level function with enterprise-wide technology assessments.
  • Understanding of software lifecycle management, cloud computing integration, and modern development practices (e.g., DevSecOps).
  • Experience developing and maintaining financial or operational oversight dashboards to monitor burn rates and identify cost drivers
