Introduction

Main Purpose of Job
This position and how it related to the mission of the agency. The Data Analyst supports the Maryland Department of Human Services' mission by providing analytical and operational support to the Procurement Office. This position is responsible for evaluating procurement processes, systems, and performance data to develop recommendations that improve the effectiveness, compliance, and efficiency of procurement operations in accordance with COMAR Title 21 and DGS-OSP policies. The analyst collaborates with internal teams, prepares visual and written reports, supports the implementation of new systems, and helps train staff in best practices and new procedures.
POSITION DUTIES
  • Conducts research and gathers data on current procurement practices and trends, organizational structures, financial performance, and compliance with procurement regulations to identify operational gaps and inefficiencies.
  • Analyzes data, business operations, and performance metrics to identify trends, forecast outcomes, and recommend process improvements for procurement activities across the programs and 24 local departments of social services.
  • Develop and presents comprehensive reports, dashboards, and presentations to senior management, summarizing findings and offering actionable recommendations.
  • Collaborates with stakeholders and departmental leaders to align recommendations with DHS's mission and ensure successful implementation of strategic improvements.
  • Supports the implementation of new procurement systems, providing technical assistance, user testing feedback, and post-implementation analysis.
  • Provides training and coaching to procurement staff on updated.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of administrative staff or professional work.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
One year of experience using pivot tables, advanced formulas), Power BI, Tableau, Looker Studio, or similar tools to perform data analysis and create dashboards, reports, or performance metrics.
One year of experience using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) or equivalent software.
One year of experience building and maintaining dashboards, scorecards, and operational reports to support decision-making.
One year of experience writing SQL queries (or using tools like Python/R) to extract, clean, transform, and aggregate data from relational databases for analysis.
Strong communication and presentation skills, with the ability to translate complex data into actionable insights.
Experience training or mentoring staff on new processes, systems, or data tools.
SELECTION PROCESS

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
