Title: Data Manager

Classification: Exempt

Salary: $68,000/year

Reports to: System-Wide Director and Deputy Director

Scope of Position: This job description will be reviewed once we receive the scope

The Data Manager is responsible for understanding and implementing the scope of data quality and compliance across all System-Wide Services departments, including Basic Services, WIOA, and Labor Exchange. This role ensures data integrity and file compliance through close coordination with the Quality Assurance Coordinator, Program Monitors, and Data Entry Clerks, managing key data priorities, and adhering to all PIRL guidelines by completing audits accurately and on time. The manager oversees daily data processing and quality assurance procedures, providing analytical reviews and generating reports to meet contract benchmarks. The Data Manager will be expected to review the team's reports, manage direct reports within the data team for all departments, and conduct regular plan reviews. Additionally, the manager works closely with the Deputy Director for guidance and workflow alignment and maintains all master data trackers to guarantee data accuracy, accessibility, compliance, and knowledge of AI reporting.

Essential Functions

  • Work with the leadership team and direct staff to ensure effective and efficient data management and reporting
  • Utilize staff resources strategically to successfully reach state and local performance goals
  • Implement and adhere to the guidance in the Program Data Quality Knowledge Database
  • Participate in leadership, departmental, and funder meetings on an ongoing basis
  • Train and support the Data team and ensure cross-training is complete and effective
  • Provide support for daily data tasks, including but not limited to ad hoc reports, daily workshop attendance, service authorization entries, case notes, and case status on WIOA and Labor Exchange cases
  • Engage in continuous improvement with process flows and identify strategies to innovate services at PA CareerLink Philadelphia for efficiency and streamlining
  • Research best practices to develop and/or update quality assurance measures
  • Manage the development of new project reports and QA processes
  • Provide leadership and direction to the Data team
  • Address human resources and staff concerns through positive coaching techniques
  • Provide a positive vision for any required improvements to streamline and increase data accuracy and efficiency
  • Communicate with staff to incorporate appropriate concepts/suggestions
  • Review staff timesheets and time-off requests
  • Evaluate team members' performance, provide coaching, and complete quarterly reviews
  • Maintain a master database of all activities in programming and create the necessary data for supervisors
  • Perform detailed analysis of System-Wide Services data, provide written reports with both statistical and narrative components.
  • Present data and reports to leadership clearly and effectively, using graphs, tables, and other methods
  • Submit data reports to funder, local leadership, and to appropriate EDSI leaders
  • Support various requests for data collection and reconciliation
  • Respond in a timely manner to data requests from the contracting agency
  • Ensure data entered on the required system(s) is current, accurate and timely
  • Manage ISO compliance and audits, including monthly file-to-system reconciliation
  • Review internal and external monitoring results to identify necessary corrective action steps
  • Track, report, and ensure compliance with procedures regarding ISO auditing
  • Other opportunities as available

Education and Experience Requirements

  • Data analysis and data supervision experience required
  • Bachelor's Degree in Business, Economics, Statistics, or a related area
  • Servant leadership experience preferred
  • Ability to drive projects across teams amidst competing priorities
  • Ability to identify challenges and present solutions
  • Must be detail-oriented and highly organized with strong analytical skills
  • Excellent verbal and written communication skills and problem-solving skills across a range of audiences
  • Previous experience with CWDS preferred
  • Experience in learning new data platforms quickly
  • High level of proficiency in Microsoft Office programs
