Job description

Why Join JVS?
JVS is a nonprofit working to close opportunity gaps in employment by supporting jobseekers with the skills and confidence to secure quality careers with family-sustaining wages. Grounded in core values of repairing the world and focused on helping our program participants achieve economic mobility, we believe everyone deserves access to training and the chance for a good job. JVS develops training programs in close partnership with employers in high growth sectors, offering high quality jobs.
Building on decades of experience and success, JVS is a data-driven organization that takes a whole systems approach to addressing employment and economic equity. Through our direct service programs, employer engagement and policy change, JVS is working toward a future where everyone has access to quality education and training programs that lead to high quality employment and economic mobility.
The Role
The Data Analyst is a core member of JVS's Evaluation and Impact team, responsible for transforming program data into clear, credible, and actionable evidence. This role leads routine and ad hoc reporting, conducts quantitative analyses that answer organizational learning questions, and supports the data infrastructure work required to build JVS's evidence base over time.
The Data Analyst works closely with the Evaluation and Impact team to ensure that data from Salesforce and other systems is accurate, well-organized, and analysis-ready. A key function of this role is supporting JVS's Evidence-Building Roadmap (EBR) - particularly activities related to outcome metrics refinement, data quality, real-time reporting, and internal program evaluation.
This role reports to the Manager of Data Systems and Analytics and works in close collaboration with the Director of Evaluation and Impact, program teams, and the Salesforce and Integration Administrator.
Scope
Reporting & Data Analysis (primary function - approximately 60-65% of role)
  • Pull, clean, and prepare data from Salesforce and other systems to produce regular program performance reports for internal teams and external stakeholders.
  • Conduct analyses to answer questions on the organizational learning agenda, including participant outcomes, program completion, retention, and equity, disaggregating by race, gender, and other participant characteristics.
  • Design and iterate on Power BI dashboards and Salesforce reports, determining what program questions each dashboard should answer, which indicators matter, and whether outputs accurately reflect program reality - working with the rest of the Evaluation and Impact team and Salesforce and Integration Administrator to implement technical changes as needed.
  • Validate the accuracy and program relevance of real-time reporting infrastructure as it is built out, ensuring dashboards reflect the right indicators and are usable by program staff.
  • Produce data briefs, one-pagers, and narrative summaries that translate analytical findings into accessible, decision-relevant language for non-technical audiences.
  • Respond to ad hoc data requests from program, development, finance, and leadership teams with accuracy and timeliness.
  • Conduct living wage analysis, marketing referral source analysis, and other recurring analytical projects as assigned.

Data Quality & Governance (approximately 15% of role)
  • Run regular data quality audits by pulling and analyzing Salesforce data to identify errors, gaps, inconsistencies, and missing values - documenting findings and bringing issues to the Salesforce and Integration Administrator for system-level resolution.
  • Contribute to data quality and quality assurance protocols by stress-testing reporting outputs, surfacing patterns of data entry error, recommending changes to data collection practices from an analytical standpoint, and identify opportunities for improvement to current systems and operations.
  • Own the analytical definition layer of data governance: develop and maintain data dictionaries, reporting definitions, and dataset documentation so that analytical outputs are reproducible, clearly sourced, and accessible to the broader team.
  • Support encounters QA and monthly database review processes, focusing on whether data patterns make sense programmatically - flagging anomalies that may indicate data entry issues or process gaps.

Evidence-Building & Evaluation Support (approximately 10-15% of role)
  • Support the refinement of outcome metrics and quality indicators by assessing whether proposed measures are analytically sound, measurable with available data, and aligned with JVS's Theory of Change - in coordination with the Evaluation and Impact team and the Salesforce and Integration Administrator.
  • Contribute to the development and testing of lines of sight - measurable connections between program activities and participant outcomes - by analyzing existing data to test whether hypothesized relationships hold.
  • Clean, structure, and document datasets for use by the Evaluation and Impact team in internal evaluations, external research partnerships, and funder reporting - working from raw exports prepared by the Salesforce and Integration Administrator.
  • Support internal program outcome evaluation activities, including data preparation, analysis, and contributing to dissemination of findings (EBR Year 4, supporting role).
  • Contribute to the organizational learning agenda by presenting data findings in program review meetings, staff learning sessions, and team check-ins.

Project Support (approximately 10-15% of role)
  • Support dashboard review and revamp initiatives by assessing whether existing dashboards answer the right program questions, validating data source accuracy, and recommending content and design improvements - in coordination with the Salesforce and Integration Administrator who leads the technical build.
  • Assist with retention data and dashboard validation, and support the retention survey revamp process.
  • Contribute to data source inventory and governance review, helping ensure the team has a clear picture of what data exists, where it lives, and how it is used analytically.
  • Support the living wage analysis and other analytical projects as capacity allows.
  • Contribute to the PDSA process by preparing data summaries that support iterative program improvement cycles.

Qualifications
Minimum Qualifications
  • Bachelor's degree in public policy, sociology, data science, economics, social work, or a related field; or equivalent combination of education and directly relevant experience.
  • Minimum 4-5 years of professional experience in data analysis, reporting, or performance measurement, with demonstrated ability to work with complex datasets and produce high-quality outputs independently.
  • Experience pulling, cleaning, and analyzing data from a CRM or database system, preferably Salesforce; advanced Excel skills for data cleaning, analysis, and reporting required.
  • Experience with data documentation practices, including data dictionaries, reporting definitions, and data quality audit processes.
  • Experience designing and iterating on dashboards and reports in Power BI or equivalent BI tool, with a focus on making data accessible and actionable for non-technical users.
  • Experience using AI-assisted tools (such as Microsoft Copilot or similar technologies) to improve productivity, documentation, analysis, or reporting workflows.
  • Strong analytical and critical-thinking skills, with genuine curiosity about what program data reveals and what it may obscure.
  • Ability to understand how program workflows, operational processes, reporting requirements, and participant experiences connect across systems.
  • Excellent attention to detail and strong data documentation habits; ability to manage multiple reporting cycles, ad hoc requests, and project deadlines simultaneously.
  • Demonstrated ability to independently investigate problems and move work forward.
  • Clear written and verbal communication skills; collaborative working style.
  • Commitment to equity and interest in analyzing data through an equity lens, including disaggregating outcomes by participant demographics. Alignment with JVS's mission of equitable economic mobility and commitment to the communities JVS serves.

Preferred Qualifications
  • Experience with Salesforce.
  • Experience with R, Python, or Stata; proficiency in SQL or strong willingness to develop SQL skills on the job.
  • Familiarity with evaluation frameworks, including logic models, theory of change, outcome metrics, or performance measurement systems.
  • Familiarity with workforce development program data, including WIOA reporting, EDD wage records, or similar labor market data sources.
What We Offer
  • Annual Salary: $88,000 - $95,500
  • 100% covered medical and dental plans for the employee
  • Accrued sixteen (16) days of Vacation + accrued ten (10) days of Paid Sick Leave
  • Paid federal and Jewish holidays
  • 3% 403(b) retirement contribution match and 3% non-elective contribution
  • Healthcare and Dependent Care FSA
  • Pet Insurance Discounts
  • Employee Assistance Program
  • Professional development opportunities and $500 Work-From-Home stipend
  • The expectation for this role is to work in our San Francisco office and/or worksites on a hybrid work schedule; JVS does not provide relocation packages
  • 4 Day Work Week

As an Equal Opportunity Employer, JVS is committed to providing employment opportunities to all qualified individuals and does not discriminate on the basis of race, color, ethnicity, religion, sex, gender, gender identity and expression, sexual orientation, national origin, disability, age, marital status, veteran status, pregnancy, parental status, genetic information or characteristics, or any other basis prohibited by applicable law.
