Role Overview:
We are seeking an experienced Functional Manager to lead a multi year AI and Data Modernization initiative for a state level Health and Human Services client. This role will serve as the Deputy Project Manager, overseeing cloud based data modernization initiatives while managing cross functional teams across data engineering, analytics, testing, infrastructure, and security. The ideal candidate will possess strong project management, cloud data modernization, data governance, stakeholder management, and leadership experience, with the ability to drive end to end delivery using Azure and Databricks technologies.
Key Responsibilities:
• Serve as the Functional Manager and Deputy Project Manager for a large scale state health data modernization program
• Lead and manage cross functional teams consisting of data engineering, testing, security, infrastructure, and functional resources
• Oversee end to end project delivery across the Software Development Life Cycle (SDLC) from requirements gathering through production deployment
• Facilitate in person and virtual workshops with executive leadership, business users, technical teams, and data stewards
• Gather, analyze, validate, and document business and functional requirements
• Manage project scope, schedules, budgets exceeding $1 million, staffing plans, resource allocation, and client invoicing
• Lead iterative design sessions and drive consensus among multiple stakeholders
• Oversee User Acceptance Testing (UAT), quality assurance, and data quality validation activities
• Guide the development of Power BI dashboards and reporting solutions for behavioral health analytics
• Support Azure Databricks based cloud modernization initiatives and data platform implementation
• Utilize AI tools to improve project delivery efficiency and team productivity
• Develop and maintain project documentation, technical documentation, training materials, and executive status reports
• Collaborate with state agencies, behavioral health organizations, Medicaid programs, and health data authorities to ensure successful project delivery
