Position: AWS Developer Location: Quincy, MA (Hybrid) Duration: Multi Year Renewable Contract Hours: 37.5 hours per week Job Overview :
Seeking to hire a motivated IT Senior AWS Developer to join its Medicaid Systems Development (MSD) team supporting MassHealth Applications. MassHealth (MH) is the Office that administers the Medicaid program and the Children s Health Insurance Program (CHIP) in Massachusetts. MassHealth applications provide critical support for access to health care for some of Massachusetts most vulnerable individuals.
The Sr. AWS developer s primary role is to support OLTSS initiative to design and develop a serverless application that enables providers to submit an online CIR form and seamlessly transmit the files to our document management system (EDM). The solution captures and stores metadata during upload sessions in a PostgreSQL RDS database for audit and compliance purposes. MassHealth is looking for motivated individuals with deep technical expertise in AWS that seek-out public service as an opportunity, gain valuable experience, and give back to the community. This position is anticipated to be a minimum six-month engagement with the possibility of being extended for a longer term.
Job Duties: (Detailed list of Responsibilities)

Responsible for the analysis, design, coding, debugging, testing, and documentation in the development and maintenance of critical MassHealth applications

Accountable for full systems development life cycle including system architecture documents; technical design documents, release management guide, deployment plan documents, and other technical artifacts

Prepare SQL scripts for modifying and maintaining data. Write optimized queries, views for integration with other applications

Document and maintain code using change control software

Support cross-functional projects and integrated business solutions to enhance stakeholder capabilities and efficiencies

Work with cross-functional teams to manage projects, create statement of work and communicate progress on goals to both technical and non-technical groups

Adhere to established Commonwealth policy and procedures

REQUIRED SKILLS (Special Skill Set, Abilities, Knowledge):
AWS Cloud Platform (Essential)

5+ years hands-on AWS experience including building, deploying, troubleshooting, and configuration

3+ years developing AWS Serverless applications using:

AWS Lambda (Python runtime)

Step Functions for workflow orchestration

API Gateway for REST/HTTP APIs

Amazon Cognito for authentication/authorization

CloudFormation, Terra Form, or CDK for Infrastructure as Code

S3 for document storage and processing

CloudWatch for monitoring and logging


Frontend Development

3+ years hands-on React development experience

Experience with modern React patterns (hooks, context, functional components)

Proficiency in JavaScript ES6+, HTML5, CSS3

Experience with state management (Redux, Context API)

Knowledge of responsive design and accessibility standards (WCAG 2.1)

Backend & Database

4+ years Python development experience for backend components

3+ years hands-on PostgreSQL RDS experience including:

Relational database design and optimization

Moderate to complex query writing and performance tuning

Connection pooling and security best practices

Integration & Document Processing

Experience with SOAP/REST web services integration

Knowledge of document processing and conversion libraries

Understanding of file upload handling and validation

Experience with binary data processing and encoding

Additional Required Qualifications Technical Expertise

Experience with CI/CD pipelines using GitHub Actions

Knowledge of security best practices for serverless applications

Experience with API design and documentation (OpenAPI/Swagger)

Familiarity with containerization (Docker) and orchestration

Understanding of microservices architecture patterns

CMIS & Enterprise Integration

CMIS (Content Management Interoperability Services) experience highly preferred

Experience with enterprise document management systems

Knowledge of SOAP/XML web services and MTOM attachments

Understanding of metadata schemas and content type management

Development Practices

Strong experience with Git version control and branching strategies

Test-driven development (TDD) and automated testing frameworks

Agile/Scrum development methodology experience

QUALIFICATIONS (Education, Years Experience, Certificates):

Bachelor s degree in computer science

8+ years experience programming in a team environment.

Strong working knowledge and experience in programming with Oracle and Java/J2EE technologies.

Ability to design SQL databases given applications demands and data models

Working knowledge and experience of application servers, ideally WebLogic and AWS

Proven ability to write well-designed, efficient, and testable code

Experience supporting a test-driven development culture

Knowledge and experience working with information and security architectures

Experience programming in Agile methodologies
