GIS Analyst I or TraineeDepartment: Engineering Reports To: GIS SupervisorFLSA Status: Non-ExemptThe GIS Analyst assists in the construction, maintenance, implementation and application of the GIS databases for Greenville Water operations; Compiles, organizes, enters, stores and retrieves as needed various technical and historical data; Assists in the maintenance of the department's general computer systems and network.ESSENTIAL JOB FUNCTIONS:Compiles historical data from plat files, field books, engineering contract files, design drawings, meter accounts files, block books, and various governmental and technical sources for use in the construction of the utility mapping database.Performs Global Positioning System (GPS) field surveying techniques for the collection of raw data; creates and maintains data dictionary files.Instructs data for the spatial and relational database system through field acquisition, digital data input and manipulation through the use of various technical software.Assists in maintaining and updating the GIS database; performs quality assurance checks and records data into system.Creates and maintains digital maps for use by Greenville Water employees; creates and converts AutoCAD drawings into appropriate system formatting.Applies map projections and geo-referencing to raster and vector data.Assists in backing up production and database files for storage.Ensures that accurate conversion operations and data are set to standards.Assists with installation, maintenance, troubleshooting and/or repairs computer hardware, software, work stations, network hardware, printers, plotters, etc.Attends workshops, seminars and/or classes to keep abreast of new GIS technology and applications.Performs general office work as required, including but not limited to attending meetings, preparing reports and correspondence, compiling data for reports, entering computer data, copying and filing documents, answering the telephone, etc. Assists in receiving, reviewing, preparing and/or submitting various records and reports including digital files, database reports, work orders, blue book, meter orders, memos, correspondence, etc.Interacts and communicates with various groups and individuals such as the immediate supervisor, co-workers, other department supervisors and employees, customers, engineers, contractors, plumbers, City/County personnel, property/business owners, and the general public.Scan and updates digital plat, baseline and other files.Determines location and correct project for work orders.Creates new plat files-scanning, finishing and preparing pipe kill reports. MINIMUM QUALIFICATIONS: GIS Trainee: A High school Diploma or GED is required. Six months of technical experience in GIS, CAD, surveying or related field; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid South Carolina driver's license. GIS Analyst I: College course work in Geomatics, or related field is required. Three (3) years of technical experience in GIS, CAD, surveying or related field; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a State of South Carolina Water Distribution Level C Operator's License.
