Grade: 28 FLSA Status: Exempt Closing Date: Open Until Filled This position may offer the ability to work remotely, within Arizona, based upon the agency's business needs and continual meeting of expected performance measures.
Job Summary:

The Data Governance Supervisor leads AHCCCS's enterprise Data Governance program, ensuring Medicaid data is accurate, secure, consistent, and appropriately used across the organization. This role manages a team of data governance professionals and partners with program areas, IT, analytics, compliance, privacy, security, finance, and executive leadership to establish and enforce data governance policies, standards, and processes.
The position supports federal and state reporting requirements (including CMS and TMSIS), oversees data governance tools such as Microsoft Purview, ensures compliance with AHCCCS, ADOA, and federal/state regulations, and promotes audit readiness, program integrity, and data-driven decision making throughout the data lifecycle.

Major duties and responsibilities include but are not limited to:
AHCCCS Data Governance Strategy & Framework: Develop, implement, and maintain a comprehensive data governance framework, including policies, standards, procedures, and controls for Medicaid data assets (claims, encounters, eligibility, provider, clinical, behavioral health, and social determinants of health data).
Team Leadership & Supervision: Supervise, mentor, and evaluate Data Governance staff. Assign work, establish priorities, provide coaching, and support professional development. Ensure staff activities align with AHCCCS program priorities, system initiatives, and federally mandated reporting deadlines.
Data Quality Management: Lead the development and maintenance of AHCCCS business glossaries, data dictionaries, reference data standards, and data stewardship assignments.
Metadata, Data Standards & Stewardship: Lead the development and maintenance of business glossaries, data dictionaries, reference data standards, and stewardship assignments. Ensure consistent definitions across federal reporting, actuarial analyses, quality measures, and operational reporting.
Stakeholder Engagement & Governance Committees: Facilitate AHCCCS data governance councils, committees, or working groups. Serve as a trusted advisor and subject matter expert to program leadership, analytics teams, compliance, legal, privacy, and external partners such as contractors, managed care organizations, and CMS.
Compliance, Privacy & Security Alignment: Ensure AHCCCS data governance practices align with HIPAA, CMS regulations, state privacy laws, data use agreements, and AHCCCS security policies. Support audits and respond to data-related findings or inquiries.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
AHCCCS Medicaid program operations, including claims and encounter processing, eligibility and enrollment, provider enrollment, managed care oversight, behavioral health, ALTCS, and quality programs Data governance concepts and frameworks (e.g., DAMA-DMBOK or similar) as applied in a state Medicaid agency environment
Data quality management principles, controls, and monitoring practices
Federal and state Medicaid reporting requirements, including CMS and T-MSIS reporting
HIPAA, data privacy, information security, and data-use requirements
Healthcare analytics and Medicaid data lifecycle management
Skills:
Supervisory and team leadership skills in a technical, analytic, or data-focused environment
Strong facilitation and consensus-building skills across diverse program and operational areas
Analytical and problem-solving skills, particularly related to Medicaid data quality and root cause analysis Expert-level proficiency in SQL, with the ability to design, build, and execute complex data queries
Project and workload management skills, including balancing competing federal and state deadlines
Effective written and verbal communication skills appropriate for agency leadership, staff, and external partners
Abilities:
Translate complex Medicaid data and governance concepts into actionable guidance and operational practices
Balance regulatory compliance, data privacy, and security requirements with AHCCCS program and analytic needs
Update and maintain data lineage, catalogs and definitions as new tables and data structures are added
Work collaboratively across AHCCCS divisions, IT, vendors, contractors, and executive leadership
Manage sensitive and confidential Medicaid data appropriately
Adapt governance practices to evolving Medicaid policy, system modernization efforts, and CMS requirements
Develop clear, usable policies, standards, and documentation for both technical and non-technical AHCCCS stakeholders

Qualifications:

Minimum:
Bachelor's degree in Information Systems, Data Science, Health Informatics, Public Administration, Healthcare Administration, Statistics, or a related field and Two (2) years working within the data governance and data management field with large enterprise systems (or equivalent experience). Two (2) years of experience in a lead, supervisory, or project management role. Demonstrated experience supporting data governance, data quality, analytics, or data management functions. Experience working in or with government agencies, healthcare payers, or managed care organizations.
Preferred:
Master's degree in Health Informatics, Data Analytics, Public Health, Public Administration, or a related field and Five (5) years of experience working with healthcare or Medicaid data, or large-scale administrative data systems. Experience supporting a state Medicaid agency, including CMS or T-MSIS reporting. Experience implementing or maturing a formal data governance program in a complex organization. Familiarity with Medicaid encounter data, T-MSIS, actuarial reporting, or quality measurement. Experience working with cross-functional governance committees. Professional certifications such as CDMP, PMP, or healthcare analytics-related certifications.

Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
