Lead Mission-Critical Programs Supporting the U.S. Navy Join a team dedicated to advancing the mission of the U.S. Navy by delivering innovative Business Intelligence (BI), data analytics, and program management solutions that directly support Naval Information Warfare Center (NIWC) Atlantic. We are seeking an experienced Program Manager to lead high-impact initiatives that strengthen decision-making, financial management, and operational readiness across the Department of the Navy. This is an outstanding opportunity for a seasoned leader with extensive experience managing complex Department of Defense (DoD) C4ISR acquisition programs, business intelligence initiatives, and multidisciplinary technical teams. About the Program Our team supports Naval Information Warfare Center (NIWC) Atlantic, the Navy's premier organization for delivering secure and innovative Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) capabilities. As part of this mission, the Program Manager will oversee efforts supporting the Business Intelligence Environment (BIE), a mission-critical enterprise platform that integrates business analytics, financial planning, and program management data to provide predictive and prescriptive decision support across NIWC Atlantic. The successful candidate will lead teams responsible for: * Advanced business and financial analytics * Enterprise reporting and dashboard development * Financial reviews and budget analysis * Metrics development and performance assessments * Program planning and execution Key Responsibilities * Lead the execution of complex DoD Business Intelligence and analytics programs supporting NIWC Atlantic. * Manage multidisciplinary teams delivering business, financial, and programmatic support services. * Oversee project planning, scheduling, risk management, staffing, and contract performance. * Direct business analytics initiatives supporting predictive and prescriptive decision-making. * Support acquisition planning, budgeting, funds execution, and program lifecycle management. * Ensure compliance with Federal Acquisition Regulation (FAR), DoD acquisition policies, and Procurement Integrity Act requirements. * Monitor program performance using established metrics and provide executive-level reporting. Required Qualifications Education Bachelor's degree in one of the following disciplines: * Engineering, Physical Sciences, Mathematics, Management Information Systems (MIS), Business or a closely related technical discipline Experience Candidates must possess: * 15+ years of technical experience supporting Business Intelligence implementation and analysis, including: Equipment Support, Systems Support, Programmatic Support * 8+ years of Program Management experience including: Technology Assessments, Systems Design, Systems Analysis, Acquisition Planning, Budget Planning * 5+ years managing DoD C4ISR Acquisition Programs * Strong knowledge of the Federal Acquisition Regulation (FAR) * Knowledge of DoD procurement policies and procedures * Experience leading large, cross-functional technical teams Experience requirements may be achieved concurrently.
