Housing Specialist - Rental Assistance Programs
Job Description
The Rental Assistance Specialist works with the HRA's HUD Housing Choice Voucher Program, Bring It Home Rental Assistance Program and Bridges To Bridges Rental Assistance Program. All programs assist renters by paying a portion of their rent to their landlords. Specifically, the position answers public inquiry to explain the programs, takes applications and determines eligibility for services; instructs participants on the rules of the programs; performs rental unit inspections; trouble shoots program compliance issues with landlords and tenants, initiates terminations when needed; recertifies household composition and income for required recertifications, assists in processing landlord payments and maintains program files.
REPORTS TO: Executive Director
MINIMUM QUALIFICATIONS/REQUIRED KNOWLEDGE AND ABILITIES:
  1. High school diploma plus three years related work experience in government subsidized housing or other human services programs.
  2. Be knowledgeable of organizational and program policies, procedures, and regulations and perform job duties accordingly.
  3. Must have the ability to travel within and outside of the area including occasional overnight stays;
  4. Must have a reliable mode of transportation, Minnesota Driver's License and car insurance;
  5. Must pass a satisfactory criminal background check;
  6. Must be able to proficiently operate general office equipment (copy machine, calculator, fax machine) and a personal computer with basic knowledge of word processing, spreadsheets, email and the internet;
  7. Must have the ability to make arithmetic calculations with speed and accuracy.
  8. Must be able to interact in a professional manner with members of the public and with diverse populations.
  9. Must be able to attend trainings and secure certifications to perform job duties effectively;
  10. Must be proficient at writing basic business letters and correspondence in English.
  11. Must have strong time management and multi-tasking skills and able to work independently.
  12. Must be able to prioritize and organize workload, remove personal distractions and remain focused to ensure timely completion of accurate work.
  13. Must have strong attention to detail to ensure required documentation for determining eligibility or continued eligibility has been received, calculations are accurate and information has been entered into software correctly.
  14. Must be punctual and have regular job attendance during scheduled work hours.
  15. Must have effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, program participants and the general public.
  16. Must have the ability to maintain confidential data.

ESSENTIAL JOB FUNCTIONS:
  1. Assist the public by providing program information and applications for services.
  2. Conduct program marketing as requested to both prospective program participants and landlords to explain how the programs work and answer questions.
  3. Maintain program waiting list information by entering pre-applications into the HRA's software, accurately applying preference points, maintaining documentation and updating applicants' information when needed.
  4. Process applications by meeting clients to complete applications, verifying information, determining eligibility, entering information into the HRA's software, issuing vouchers, conducting briefings, determining subsidy amounts and setting up files.
  5. Conduct initial and annual or bi-annual Housing Quality Standards inspections of rental units as required by program regulations and prepare landlords' Housing Assistance Payment Contracts.
  6. Conduct participant moves, interim and annual recertifications to determine tenants continued participation in the Programs. Verify household income, assets and household composition. Determine rent payments to be made on behalf of tenant households and correspond with landlord and tenant.
  7. Assist in processing monthly rental assistance payments.
  8. Initiate program terminations for households when appropriate. Inform program participant and landlord of pending termination.
  9. Implement fraud investigation procedures and present information to supervisor.
  10. Maintain client files and data privacy as required by law and internal procedures.
  11. Assist in developing written operating procedures to ensure compliance with regulatory requirements.
  12. Prepare electronic program and client reports as required and assist the Executive Director in preparing reports as requested.
  13. Perform other job related duties as assigned or apparent.

PHYSICAL DEMANDS/WORK ENVIORNMENT:
  1. Position is required to work inside, outside, on uneven ground, on slippery surfaces, alone, with others, around others and have extensive contact with the public.
  2. Position may be exposed to infectious diseases, unsanitary or bug infested housing conditions, extreme heat, cold and wetness.
  3. Activities that occur frequently (5-7 hours) are talking, hearing, using near vision, depth perception, visual accommodation, color vision and peripheral vision, sitting, using fingers, wrists and hands for handling and fine manipulating, using both feet individually or at the same time.
  4. Activities that occur occasionally (1-3 hours) are standing and walking.
