Job Description
Turner & Townsend are seeking a Cost Manager / Quantity Surveyor to join our team and support construction cost services on a large-scale, multi-year campus development program located approximately 80 miles west of Midland, TX in Reeves County.
The ideal candidate will be driven, with a strong commitment to delivering excellence while promoting Turner & Townsend's purpose and values.
Responsibilities:
  • Advising the client on procurement and commercial strategies, managing prequalification of vendors, assessing proposals, bids, and bid levelling documents, making final recommendations, attending and chairing bid interviews, and managing the appointment process across a phased program of works.
  • Manage estimating services for full project lifecycle by developing detailed estimates (construction, fees, direct works and other costs), reviewing estimates prepared by junior team members, presenting to client, providing value engineering and risk assessments, and validating costs with vendors for a high-volume, multi-phase delivery schedule.
  • Manage cost reporting by establishing reporting schedules aligned with phased delivery milestones, reviewing and presenting cost reports and forecasts, reviewing overall project budgets and spend forecasts with the client, maintaining the commercial risk register, and facilitating regular meetings with project teams and vendors.
  • Manage cost control processes by reviewing payment application assessments prepared by junior staff, liaising with project managers on contractor entitlements, reviewing and advising on change orders, and utilizing dispute prevention and resolution procedures across concurrent workstreams.
  • Manage and monitor invoicing processes to ensure alignment with project cash flow, funding approvals, and construction progress across multiple active packages.
  • Benchmark performance against similar large-scale construction commissions and apply market data to maintain competitive and accurate cost positioning.
  • Manage all facets of the final accounting process including post-contract audits and account close-outs across phased project completion milestones.
  • Hold post-contract reviews with the client to capture lessons learned and develop continuous improvement practices applicable to future project stages.
  • Develop procedures governing project handover, ensuring consistency across multiple phases and operational transitions.
  • Perform all the duties above through the use and preparation of Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Qualifications
  • Bachelor's degree in construction management, cost management, quantity surveying, engineering, or a related field.
  • Minimum 3-5 years of relevant experience in a cost management role within the construction industry.
  • RICS accreditation or working towards it is advantageous.
  • Experience supporting cost management on medium to large-scale, multi-phase construction programs.
  • Construction consultancy experience is strongly preferred.
  • Good knowledge of construction industry technical matters including procurement routes, value management, and value engineering.
  • Strong communication and stakeholder management skills.
