Job description

Job Responsibilities The Agency's mission is to be boldly innovative in improving the health and quality of life for South Carolinians. This is position is located in the Office of Cybersecurity, Richland County. This is an in-office role and not a telecommute or remote position.

Are you the One. We are looking for a Program Coordinator I who, under general supervision, will directly report to the IT Manager I within the Office of Cybersecurity-Program Management section. This position will provide support and assistance to the CISO and OCS Team Leads.

This position is responsible for managing OCS's budget and procurement related activities to include maintaining all security software and hardware maintenance contract renewals, purchase requests and office asset inventory. This position will assist in the implementation and support of the agency's security awareness training program, assisting with conducting security related presentations and training during new hire onboarding for all agency workforce members. This position will support the agency's multifactor authentication solution and the Office of Cybersecurity's asset management and coordination capabilities.

This position will serve as a liaison between various IT teams, HR, Facilities Management and Resources, Procurement, Budgets and Accounting to ensure that security recommendations are adhered to in order to maintain the confidentiality, integrity and availability of SCDHHS's data. Maintains and manages the operating budget and procurements for the Office of Cybersecurity. Assists the IT Manager I, CISO and Team Leads with budget projections and department needs.

Attends and participates in division and office budget meetings. Manages and maintains all procurements for OCS, including creating shopping carts for office supplies, hardware and software maintenance support renewals, trainings and services. Coordinates and prepares all conference and travel paperwork.

Tracks and documents all procurements and software renewals. Assists in creating IT Plan Amendment requests for submittal when needed. Works with fiscal and budget analysts to ensure encumbered funds are expended and closed out for fiscal year end.

Prior to orientation, assists the IT Specialist I with creating and/or modifying orientation rosters to ensure that employee data is valid and accounts are created accurately for a smooth onboarding process. Creates OCS orientation documentation to provide to new hires. Responsible for assisting with contractor and state employee orientations (both virtually and in person) to provide security awareness training and multifactor authentication assignment to all new hires.

This function includes presentations and one on one support for small to large groups. May include traveling to various agency locations throughout the state. Responsible for maintaining the agency's multi-factor authentication program.

Issues and assigns authenticators to all new workforce members during orientation. Maintains and files all related documentation. Monitors termination requests to terminate MFA access and recover unassigned tokens from supervisors.

Updates process documentation and creates weekly management reports for ongoing tracking of new users, changes, terminations and offline days. Assists with managing MFA inventory to include new orders, replacements and replenishing deputy pools. Assists with the planning and coordination of all MFA replacement session.

Conducts and documents training for IT personnel on MFA management console. Conducts and documents training on MFA issuance for authorized representatives. Assists with providing information security awareness training and testing to all agency workforce members.

Assists in creating, managing, monitoring and reporting of all security awareness and testing campaigns for completion. Ensures the information security awareness program communicates our security policies and requirements so that people know, understand, and can follow them. Provides reports and documentation for agency management and executive staff.

Coordinates additional security awareness training projects, activities and communications outside of scheduled training requirements. Provides administrative support for the Office of Cybersecurity including assisting the CISO, OCS Management and Team Leads directly. Schedules meetings, reserves visitor parking spaces and ID badges when needed, submits facilities/maintenance requests and labor requests.

Maintains the office copier and supplies. Supports audit and compliance activities for department. Assists with receiving and documenting requests for secure removable USB storage devices.

Issues and assigns approved devices in management console. Maintains storage device inventory including contacting user's supervisor for device returns when users are terminated. Maintains general office inventory equipment and devices for OCS.

Other duties as assigned. The South Carolina Department of Health and Human Services offers an exceptional benefits package for FTE and TGE positions that includes: Health, Dental, Vision, Long Term Disability, and Life Insurance for Employee, Spouse, and Children. 15 days annual (vacation) leave per year.

Minimum and Additional Requirements A High School diploma and relevant work experience that is directly related to the area of employment. A bachelor's degree may be substituted for required work experience. Additional Requirements: Valid driver's license.

Requires holder to drive routinely. Sitting or standing for long periods of time. In-office role.

Preferred Qualifications Basic knowledge of procedures, tools and applications used to preserve data confidentiality, integrity and availability. Ability to write detailed technical documentation on security procedures. Excellent presentation skills.

Excellent analytical and problem-solving skills. Minimum of one (1) year of experience creating shopping carts in SCEIS. A minimum of one (1) year of experience obtaining technology quote from vendors.

A minimum of one (1) year of experience managing annual technology maintenance agreements. Experience with the South Carolina state Procurement code and specific knowledge of required Information Technology related hardware, software and services. Experience with asset management and inventory of Information Technology related equipment.

Experience interacting with Information Technology vendors to obtain quotes and/or clarifications and adjustments to quotes. Experience managing the repository and inventory of software and licenses. Experiencing obtaining annual renewals of software and hardware support.

Excellent written and verbal communications skills. Able to communicate effectively. Ability to exercise judgement and discretion in interpreting and applying policies and procedures.

Ability to effectively plan and organize work activities and prioritize task completion according to schedules and goals. Ability to train other employees. Ability to deal courteously and effectively with the public.
