ODE is seeking an AI & Data Manager to serve as the Functional Manager on a multi-year cloud data modernization initiative for a state-level health and human services client, transforming how a state agency collects, integrates, and reports on behavioral health data statewide.

  • This role requires a seasoned project and functional manager with strong skills in project management, data analytics, data governance, and cloud modernization who can oversee a cross-functional team of 10+ staff, manage complex multi-workstream delivery, and serve as a trusted advisor to state agency leadership.
  • The ideal candidate is a strategic yet hands-on leader who excels at managing competing priorities, navigating complex stakeholder dynamics, and driving end-to-end delivery of a modern Azure and Databricks-based data environment.
  • As the Functional Manager on the engagement, you will serve as Deputy Project Manager on a large-scale state health data modernization program, managing a team of 10–15 staff across data engineering, testing, functional, security, and infrastructure workstreams.
  • You will lead end-to-end cloud data modernization delivery across the full SDLC from requirements gathering and design sessions through development oversight, testing, and go-live support on tight timelines.
  • You will facilitate in-person and virtual workshops with large, cross-functional groups of technical and non-technical stakeholders, including agency leadership, end users, and data stewards, translating complex requirements into clear, actionable plans.
  • You will support all aspects of project operations including scope, timeline, deliverables, budgets of $1M+, staffing models, resource allocation, and client invoicing, while managing key project deliverables including project documentation, status reports, technical documentation, and end user training materials.
  • You will lead requirements gathering and validation efforts at scale and manage iterative design sessions to drive consensus and solution alignment, while overseeing testing efforts including UAT, quality control, and data quality validation.
  • Additionally, you will guide the development of Power BI dashboards and reporting solutions that translate complex behavioral health data into actionable insights for client leadership, leverage AI tools to drive project efficiencies, and navigate complex stakeholder landscapes within the state government environment including behavioral health agencies, Medicaid programs, and health data authorities while maintaining trust and delivery momentum.
