Job Description:
Parsons is hiring a Data / Information Manager to support a military construction program.
What You'll Be Doing:
The primary objective of the Information Manager is to provide contractor services and deliverables in support of program and project information management, communication, and integration. The IMCS contractor shall facilitate the exchange of critical program data, ensure alignment of project information across stakeholders, and support decision making through structured data analysis and reporting. Specifically, the program information manager shall perform tasks as defined generally below. Responsibilities include:
  • Manage and monitor program and project communication by preparing reports and data visualizations that track performance metrics, schedule adherence, and stakeholder engagement.
  • Conduct data analytics to monitor, analyze and synthesize numerous reports, timelines, trends and interdependencies for leadership and stakeholders to incorporate into decision-making process.
  • Identify critical external and internal decision and data input points and provide timely reminders/warnings to management.
  • Create and maintain information systems that compile, integrate, manage, and timely disseminate and archive critical and increasing information from numerous sources in support of program and project execution.
  • Assist in planning, initiating, managing, executing, and closing out of projects with visual displays. Communicate with stakeholders to gather project data, assess program needs, and ensure the alignment of project execution with strategic objectives.
  • Generate reports and documentation associated with project/program objectives. Coordinate stakeholder briefings, document meeting outcomes, and ensure action items are assigned and tracked for resolution.
  • Provide related data analysis for project support services; program integration services; and project close-out services. Advise management.
  • Schedule and conduct coordination meetings to enable the team to verify it is on task and focused on changing or developing priorities.
  • Develop recommended agenda for meetings and solicit attendees for necessary information.
  • Communicate timely with the Parsons management team and clients regarding major initiatives or decisions.
  • Coordinate and advise program leadership with planning, initiating, managing, execution and closeout via briefs, meetings, and discussions.
  • Document coordination meetings within two (2) days of occurrence to prevent any confusion of the discussed facts with current events that may have transpired. Retain a historical knowledge of all that has transpired in the program to suggest courses of action.

What Required Skills You'll Bring:
  • A bachelor's degree from a four-year accredited university or a MBA from an accredited program, with a degree in Info Systems & Analytics, Information Systems, Data Analytics, Project Management Engineering or Data and System Architecture;
  • A minimum of five (5) years of experience in program and project coordination, data systems management, and data visualization for stakeholder communication,
  • Must have at least three (3) years' experience with data systems management, Tableau, Prep Builder, Conductor, Power BI, or equivalent database and visualization applications for data import, query creation, reporting, and export to interface with other programs (e.g., SharePoint).
  • Experience in software development, including requirements gathering and product scoping, design, development, systematic testing, Quality Control release processes, and maintenance of software products throughout their lifecycle.
  • Excellent executive level writing, brief preparation, and report development skills.
  • Must be able to generate clear, concise decision-support materials for senior management / leadership.
  • Strong analytics skills with the ability to collect and process raw data from multiple data sources, perform trend analysis, and generate reports tracking project and program performance metrics, including cost, schedule, and risk indicators.
  • Strong skills in the use and application of PC software versions of Microsoft Office (Word, Excel, Project, PowerPoint, Outlook, OneNote, Teams) and Adobe Acrobat Professional. Knowledge or ability to adapt to new software used by government (i.e. eCMS, Tableau, eContracts, eProjects, Maximo, and ieFACMAN etc.).
  • Developed soft skills that allow one to work effectively with other government professionals, client representatives, contractor management and labor personnel, and others of varying backgrounds and experiences.
  • Understanding of quality control processes as they relate to data management, data visualization, application versioning. Ability to prepare pertinent meeting agendas, coordinate meetings to assure attendance by critical stakeholders, maintain meeting order and scope and drive the development of action items and resolutions.

What Desired Skills You'll Bring:
  • Certification in data analytics, project management, or information systems (e.g., PMP, Certified Analytics Professional (CAP), and or Certified Scrum Master (CSM)) is desirable.
  • Prior experience using Performance-based Work Statement (PWS) managing program data, reporting, and communication efforts for a DoD or government entity is highly desirable
  • Project Management Professional (PMP) certification from the Project Management Institute (PMI) or Certified Construction Manager (CCM) credential from the Construction Management Association of America (CMAA).
  • Proficiency with SQL, Python or similar scripting language. Familiarity with web-automation tools such as RobotFramework

A security clearance is not required to apply; however, the selected candidate must be able to obtain a Confidential clearance which requires U.S. citizenship, prior to the start date.

Salary Range: $112,200.00 - $196,400.00
