Great Hillis seeking a Data Analyst (with Data Management focus) in the National Capital Region to support the Defense Security Cooperation Agency (DSCA) Chief Data Officer and Artificial Intelligence (DM&AI) team. The candidate will translate business needs into data requirements, analyze system data across legacy and modernized environments, and bridge the gap between stakeholders and technical teams across the Security Cooperation (SC) data enterprise. The candidate will support data management activities within the War Data Platform (WDP, formerly Advana), a platform that consumes data and delivers data analytics and reporting capabilities from legacy and modernized systems to include Foreign Military Sales (FMS) case development and execution systems and Department of War (DoW) financial, logistical (supply chain), procurement, and acquisition systems.

Roles and Responsibilities include, but are not limited to:

  • Document and analyze functional / business processes to identify inefficiencies, data gaps, and opportunities for improvement.
  • Query and analyze data from legacy and modernized systems to identify trends, gaps, and opportunities that inform business and technical decision-making.
  • Identify requirements and translate into system capabilities for engineering teams.
  • Write functional specifications to be used by engineers building data pipelines and developing dashboards.
  • Develop Process flows, ERDs and SQL queries for new capabilities and coordinate with the Data Engineering teams for smooth implementation.
  • Cleanse, transform, or prepare data for ingest.
  • Serve as liaison between system / process owners and technical teams.
  • Coordinate across WDP lines of business (Acquisition, Procurement, Supply Chain, Finance) to link SC data with other domain data; manage the DSCA data source inventory and metadata lifecycle in alignment with DSCA policy.
  • Partner with data stewards and catalog teams to define and monitor data quality standards, ensuring data assets are discoverable, well-documented, and fit for business use.
  • Define and validate requirements for SC metadata integration with other WDP data assets, coordinating with technical teams to ensure proper mapping of data dictionaries, datasets, and lineage views.
  • Apply and uphold the DSCA data governance framework, contributing to policy evolution and ensuring business activities align with governance standards.
  • Document data management protocols, processes, and standard operating procedures in support of the engineering team.
  • Review and validate Data Sharing Agreements (DSAs) to ensure alignment with business requirements and DSCA data governance policy.
  • Analyze and communicate metadata reporting outputs, including data pipeline status and data quality scorecards (coverage, completeness, timeliness), to stakeholders and leadership.
  • Prepare reports on the infrastructure and resources used for data activities within WDP.
  • Prepare and present analysis findings, status updates, and recommendations to DSCA leadership and stakeholders in clear, non-technical terms.

Basic Qualifications:

  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline.
  • An active SECRET clearance.
  • 3+ years of experience in a business analyst, data analyst, and/or data management role.
  • 3+ years of experience developing process flows, use case documentation, or business process models.
  • 3+ years using SQL to query and analyze data in support of business analysis activities.
  • 3+ years of experience working independently with Microsoft Office tools, specifically Visio, PowerPoint, Word, and Excel.
  • Excellent oral and written communication skills.

Desired Skills:

  • Ability to lead joint initiatives to foster collaborative, cooperative and constructive working relationships, resolve conflicts and negotiate with others, with strong cultural awareness.
  • Familiarity with data scripting tools such as Python programming language to support data exploration and analysis.
  • Experience with enterprise data tools like iQuery, databricks, Erwin data modeler, etc.
  • Experience with Agile/SAFe and Business Intelligence tools
  • Understanding of the DoW Procurement Lifecycle (e.g., DoW's Procure to Pay end-to-end process).
