About the Role
The Data Analyst supports data collection, analysis, and reporting activities that inform program performance, operational decision-making, and continuous improvement initiatives across Head Start and Early Head Start programs. This role analyzes quantitative and qualitative data, prepares reports, dashboards, and visualizations, identifies trends and patterns, and provides actionable insights to support decision-making and process improvements. The position collaborates with cross-functional teams to ensure data quality and deliver analytical solutions that strengthen program effectiveness and improve outcomes for children and families.

How You Contribute to the Team:

  • Collect, clean, validate, and analyze quantitative and qualitative data from multiple sources to support program operations, performance measurement, and reporting.
  • Prepare recurring and ad hoc reports, dashboards, data visualizations, and presentations that communicate findings to internal and external stakeholders.
  • Identify trends, patterns, and opportunities within datasets and provide actionable insights to support data-driven decision-making.
  • Monitor data quality by identifying inconsistencies, resolving errors, and promoting data integrity across systems and reports.
  • Support the development, implementation, and maintenance of data collection processes, reporting tools, and performance metrics.
  • Collaborate with cross-functional teams to understand business needs, define reporting requirements, and deliver analytical solutions.
  • Assist with program monitoring, evaluation, and compliance reporting by compiling, analyzing, and validating required data.
  • Maintain documentation for data sources, reporting processes, methodologies, and standard operating procedures.
  • Respond to data requests by gathering, analyzing, and presenting information in a timely and accurate manner.
  • Use data analysis and reporting tools to automate routine reporting, improve efficiency, and enhance data accessibility where appropriate.
  • Support continuous process improvement initiatives by identifying opportunities to streamline workflows and improve reporting accuracy.
  • Stay current on data analysis methods, reporting technologies, and industry best practices to support ongoing organizational effectiveness.
  • Perform other duties as assigned.

Educational Requirements:
  • Bachelor's degree in Data Science, Statistics, Mathematics, Computer Science, Information Systems, Public Health, Social Sciences, Economics, Business Analytics, or a related field from an accredited college or university.
  • Relevant certifications in data analytics, business intelligence, statistical analysis, visualization tools, or related disciplines are a plus.
Experience Requirements:
  • At least 3 years of relevant professional experience in data analysis, business intelligence, reporting, program evaluation, research, performance measurement, or a related analytical field.
  • Experience collecting, cleaning, validating, and analyzing quantitative and qualitative data from multiple sources.
  • Demonstrated experience preparing reports, dashboards, data visualizations, and presentations that communicate analytical findings to diverse audiences.
  • Experience identifying trends, patterns, and opportunities to support data-driven decision-making and continuous process improvement.
  • Experience working with large, complex datasets while maintaining accuracy and data integrity.
  • Experience supporting program monitoring, performance measurement, compliance reporting, or operational analytics preferred.
  • Experience using SQL to extract, query, manipulate, and analyze data.
  • Experience with business intelligence and data visualization tools such as Power BI, Tableau, ArcGIS, or similar platforms.
  • Experience using GitHub, Smartsheet, GIS, or other collaboration and data management tools preferred.
  • Experience applying artificial intelligence tools to support data analysis, reporting, research, or knowledge synthesis preferred.
  • Experience working with federal, state, or local government programs, nonprofit organizations, or human services organizations preferred.
  • At least 1 year of experience supporting Head Start, Early Head Start, or early childhood education programs highly preferred.
Skills and Expertise:
  • Strong analytical and critical thinking skills with the ability to interpret complex data and identify meaningful trends and patterns.
  • Proficiency in Microsoft Excel, including advanced formulas, PivotTables, data analysis, and reporting functions.
  • Familiarity with statistical and analytical tools such as R, Python, SAS, SPSS, or similar software.
  • Knowledge of data collection, data validation, data quality, and data management best practices.
  • Familiarity with qualitative and quantitative research methods, survey design, and survey platforms such as Qualtrics or SurveyMonkey preferred.
Communication Skills:
  • Proven ability to effectively communicate to various audiences when speaking and in writing.
  • Must be able to communicate, collaborate and interact with colleagues in a remote work environment; must participate in virtual meetings, appear on camera as needed, and contribute to meeting content as required.
  • Proficiency with computer, Internet, Microsoft Office (Outlook, Word, Excel, and PowerPoint); experience with SharePoint and Monday.com desirable.
  • Experience with video meetings/conferencing (e.g., Zoom, Adobe, MS Teams).
  • Ability to adapt quickly to new applications.

There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align with the specified role, geographic location, education as well as contract provisions regarding labor categories that are specific to the position.
BCT offers a competitive total compensation package that, for this position, includes a base salary between $65,000 and $75,000 along with a generous benefits package. BCT’s benefits include partially subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy.
This is an onsite position located in Philadelphia PA, Kansas City MO, Atlanta GA, Denver CO, or Dallas TX. The Administration for Children and Families (ACF) is a federal agency within the U.S. Department of Health and Human Services (HHS) dedicated to fostering health and well-being by providing federal leadership, partnership, and resources for the compassionate and effective delivery of human services. ACF serves families, children, youth, individuals, and communities through funding, policy direction, training, technical assistance, and information services.
The Office of Head Start (OHS), part of ACF, promotes school readiness of young children from low-income families by enhancing their cognitive, social, and emotional development. OHS provides operating grants to local public and private organizations to deliver comprehensive child development services to low-income children (ages birth to five years) and their families.
Those working on this project will provide customer service, grants management assistance, and data management services in direct support of the ACF and OHS missions. They shall deliver responsive and efficient customer service to grant recipients to and in support of federal staff, streamline and support grants management processes, and provide effective and accurate data management services. This effort will enhance program operations, support evidence-based decision-making, and advance OHS objectives to promote child and family well-being and improve school readiness for children from low-income families.
