Job description

Garver is seeking a Texas Squad Leader for its Water Infrastructure – Modeling, Analytics and Planning (WI-MAP) Team. The Squad Leader supervises a team of engineers and project managers engaged in the delivery of water, wastewater, stormwater and reuse modeling and planning projects across Texas. Provides daily oversight, technical guidance, and leadership to staff executing projects involving hydraulic modeling, master planning, data analysis and infrastructure evaluations. Supports staff development and project excellence by coordinating resources, reviewing technical work, and ensuring alignment with project goals, quality standards, and client priorities. Reports directly to the WI-MAP Practice Area Leader, and functions as part of the WI-MAP Leadership Team.
This Texas Squad Leader can be located in the Fort Worth, Dallas, Austin, San Antonio, or Houston metro areas.
Essential Functions
  • Supervise and support a team of engineers and project managers.
  • Provide technical guidance and review for modeling, planning, data analysis and infrastructure evaluation projects.
  • Monitor workload and assign project responsibilities to ensure appropriate staff utilization.
  • Support the development of scopes, schedules, budgets, and staffing plans for planning-phase projects.
  • Ensure high-quality and timely delivery of water, wastewater and stormwater master plans, hydraulic models, and design support studies.
  • Facilitate knowledge sharing, mentoring, and technical training opportunities for team members.
  • Coordinate across departments to support seamless transitions from planning to design phases.
  • Contribute to the preparation and quality control of proposals and planning deliverables.
  • Review project metrics (budget, schedule, performance) and provide updates to leadership on a routine basis.
  • Participate in internal quality assurance reviews and support the implementation of best practices.
  • Identify resource needs, support recruitment or onboarding of new team members and support overall team development.
Education, Experience, and License Requirements
  • Bachelor’s degree in Civil, Environmental, or a related field of study from an ABET-accredited program.
  • Licensed Professional Engineer (PE).
  • Minimum of 8+ years of experience in water/wastewater/stormwater infrastructure planning, including at least 2 years in master planning or hydraulic modeling.
  • At least 2 years of experience mentoring and/or supervising engineering or technical staff.
Knowledge, Skills, and Abilities
  • Strong understanding of water distribution, wastewater collection, and stormwater system planning and modeling.
  • Familiarity with a range of hydraulic modeling software, including Autodesk InfoWater Pro and InfoWorks ICM, Bentley WaterGEMS and SewerGEMS, and others.
  • Working knowledge of infrastructure design and capital improvement planning principles.
  • Ability to lead and develop high-performing teams in a collaborative environment.
  • Excellent verbal and written communication skills for both technical and non-technical audiences.
  • Proficient in managing multiple projects and deadlines with a focus on quality and efficiency.
  • Ability to interpret, review, and contribute to scopes of work, proposals, and technical reports.
  • Skilled in performance management, feedback, and mentoring of staff.
  • Strong problem-solving skills and commitment to client satisfaction.
