Position Summary:

The Estimator I prepares timely and accurate cost estimates and bid proposals for electric transmission and distribution projects, with a primary focus on transmission line construction, upgrades, rebuilds, relocations, and maintenance programs. This role supports competitive bidding efforts by developing detailed labor, equipment, material, subcontractor, and production-based estimates for utility clients across the region.

The Estimator I collaborates closely with project managers, operations leaders, engineers, and field personnel to ensure project scopes, risks, constructability considerations, and customer requirements are accurately reflected in all estimates.


Responsibilities
  • Prepare detailed estimates and bid packages for transmission line, distribution, and related utility infrastructure projects.
  • Analyze drawings, specifications, contracts, and bid documents to determine labor, equipment, material, and subcontractor requirements.
  • Develop conceptual, lump-sum, and unit-price estimates utilizing historical cost data, productivity analyses, and current market pricing.
  • Support project planning efforts by evaluating resource requirements and construction methodologies for T&D projects.
  • Participate in site visits and pre-bid meetings to assess existing conditions and identify potential construction challenges.
  • Assist field operations teams in evaluating scope changes and developing change order pricing when required.
  • Ensure estimates align with company safety standards, quality requirements, project execution strategies, and customer expectations.
  • Maintain accurate bid documentation and estimating records in accordance with established company processes and project management methodologies.
  • Coordinate with engineering, operations, procurement, and project controls personnel throughout the bidding process.
  • Support continuous improvement initiatives related to estimating tools, procedures, production tracking, and cost-control practices.
  • Assist in preparing customer presentations and responding to requests for clarification during the proposal process.

Qualifications
  • Bachelor's degree in Construction Management, Engineering, or a related field; or equivalent combination of education and relevant industry experience.
  • 3+ years of estimating, project controls, construction, engineering, or related utility industry experience.
  • Prior experience supporting electric transmission line, distribution, substation, or utility infrastructure projects is preferred.
  • Experience in construction estimating with the ability to read and interpret construction drawings, specifications, and contract documents.
  • Knowledge of electric utility Transmission & Distribution (T&D) construction practices, including transmission line construction methods, equipment, and materials preferred.
  • Understanding of estimating methodologies for conceptual, unit-price, and lump-sum bids.
  • Experience with computerized estimating and bidding software.
  • Proficiency with Microsoft Office Suite, particularly Excel.
  • Strong analytical, organizational, and problem-solving skills.
  • Effective written and verbal communication skills with the ability to collaborate across multiple business functions.
  • Completion of H&M Project Management Methodology (PMM) training and project management coursework preferred.

Salary Range: $69,000 to $103,000 (dependent upon industry experience)
