Job description

Position Summary
The Program Manager provides overall leadership, oversight, and day-to-day management of the Cybersecurity Support Services contract. This individual ensures successful execution of all program tasks, maintains schedule and quality control, drives digital transformation and labor automation initiatives, and serves as the primary point of contact with the Government COR and Cybersecurity Management Branch Chief.
Key Responsibilities
  • Lead and manage all contract activities.
  • Maintain real-time status tracking of all deliverables and proactively notify the COR/KO of any potential delays with remediation plans.
  • Develop, implement, and maintain the contractor’s Quality Control Program (QCP) and ensure compliance with the Quality Assurance Surveillance Plan (QASP).
  • Perform continuous risk management, maintain Risk & Issue Log, and ensure workforce stability and continuity of operations.
  • Prepare and submit Monthly Progress Reports focused on outcomes, performance metrics, risks, and digital labor progress.
  • Lead the development and execution of the Digital Labor and Automation Strategy and Transition Plan (target: transition 10–15% of labor to digital/automated solutions by start of FY27).
  • Facilitate periodic progress meetings and maintain effective communication with Government stakeholders.
  • Manage Key Personnel changes in accordance with contract requirements and ensure all personnel meet required qualifications.
  • Oversee travel coordination and reporting.
Required Qualifications
  • Active SECRET clearance.
  • Bachelor’s degree from an accredited institution in Information Technology, Computer Science, Engineering, or related technical discipline.
  • Active Project Management Professional (PMP) certification from PMI.
  • Cloud certification: AWS Certified Solutions Architect (or equivalent cloud provider certification).
  • Cybersecurity certification: CISSP.
  • Fifteen (15) years of Information Technology experience, including at least ten (10) years in a program management role overseeing programs of similar size and complexity. Size & Complexity: Annual budget of at least $2.5 Million and a team of 15–20 personnel operating under stringent federal security compliance frameworks (e.g., DoD RMF, CUI).
  • Five (5) consecutive years of recent (within the last year) and sustained leadership experience.
  • Five (5) years of demonstrated experience managing digital transformation or business process automation programs with a proven track record of transitioning manual processes to automated solutions.
  • Experience with The Open Group Architecture Framework (TOGAF).
  • Experience with Agile or DevOps methodologies highly desirable.
