We are seeking a skilled and experienced Program Manager to join our team!

The Program Manager (PM) will provide overall leadership, direction, and execution oversight for a multi-disciplinary contract supporting the Corona Division's Performance Assessment Department (PAD). The PM is responsible for managing all aspects of contract performance, ensuring the successful delivery of Technical Engineering (TE), Information Technology (IT), Data Management (DM), Information Assurance (IA), and Logistics services.
This role ensures the integration, operation, maintenance, deployment, and protection of PAD's telecommunications systems and IT infrastructure to enable secure, near-real-time data transfer, voice communications, and quantitative performance assessment for fleet and test & evaluation (T&E) missions.
Key Responsibilities

        Program Leadership & Oversight 
o   Serve as the primary point of contact with the Government for all contract-related matters 
o   Provide strategic direction, planning, and execution oversight across all functional areas (TE, IT, DM, IA, Logistics) 
o   Ensure alignment with mission objectives supporting PAD and Corona Division 
        Contract & Performance Management 
o   Manage cost, schedule, and performance to meet contractual requirements 
o   Oversee staffing, resource allocation, and workforce performance 
o   Ensure timely delivery of all contract deliverables and reporting requirements 
        Technical & Operational Management 
o   Oversee the design, engineering, integration, deployment, operation, and maintenance of PAD systems and infrastructure 
o   Ensure continuous operation of telecommunications systems enabling secure data transfer and voice communications 
o   Support modernization efforts for IT infrastructure and ensure system scalability and reliability 
        Data Management & Mission Support 
o   Ensure execution and compliance with the Data Management Plan (DMP) 
o   Oversee data collection, distribution, and accessibility to support test and analysis communities 
o   Support real-time and post-event data dissemination for fleet and T&E events 
        Cybersecurity & Information Assurance 
o   Ensure compliance with all IA, cybersecurity, and accreditation requirements 
o   Protect PAD's Information Systems (IS) from cyber threats and vulnerabilities 
o   Oversee implementation of secure processes, policies, and procedures 
        Stakeholder Coordination 
o   Coordinate with internal and external stakeholders including Aegis, ABMD, IWS, MDA, SSDS, USS SECURE, and SMWDC 
o   Facilitate collaboration across engineering, technical, and operational teams 
o   Provide regular status updates to Government leadership and stakeholders 
        Quality & Process Improvement 
o   Implement best practices to improve efficiency and reduce programmatic costs 
o   Ensure adherence to standard operating procedures and quality standards 
o   Drive continuous improvement initiatives across all service areas 
Required Qualifications
        Bachelor's degree in Engineering, Information Technology, Computer Science, or related field (Master's preferred) 
        10+ years of progressive experience managing complex technical or defense-related programs 
        Proven experience managing contracts involving engineering, IT infrastructure, data management, and cybersecurity 
        Strong knowledge of DoD acquisition processes and program management best practices 
        Demonstrated ability to manage multi-disciplinary teams in a mission-critical environment 
        Excellent leadership, communication, and stakeholder engagement skills 
Preferred Qualifications
        Project Management Professional (PMP) certification or equivalent 
        Experience supporting Navy or DoD test and evaluation environments 
        Familiarity with telecommunications systems, secure data transfer systems, and fleet operations 
        Knowledge of Information Assurance frameworks (e.g., RMF, NIST) 
        Experience supporting systems such as Aegis, Missile Defense, or naval warfare systems
