Summary
The Cybersecurity Engineer is responsible for the design, implementation, integration, and lifecycle management of enterprise security controls and platforms across the institution. This role focuses on building secure, scalable, and resilient environments across network, identity, endpoint, and cloud domains. The position operates in an implementation-focused capacity under the direction of senior engineers or security architects and is responsible for executing approved designs and engineering standards.
Essential Role Responsibilities
Implements enterprise cybersecurity architecture across network, endpoint, identity, and cloud environments in alignment with approved designs.
Engineers, configures, and maintains enterprise security platforms including SIEM, EDR/XDR, IDS/IPS, email security, and vulnerability management tools.
Applies security architecture standards and control requirements established by senior engineers and security architects.
Collaborates with IT infrastructure, networking, and application teams to securely implement systems and services.
Automates security processes and integrates tooling to improve operational efficiency and response effectiveness.
Supports incident response through engineering remediation, containment improvements, and control optimization.
Minimum Education Required
Bachelor's degree
Experience Required
Bachelor's degree with 3-5 years of experience in cybersecurity or the equivalent combination of education training, professional cybersecurity experience including but not limited to performing or conducting of enterprise-wide security awareness training, software assessments, policy maintenance and creation, vulnerability maintenance, control evaluation, compliancy and audit planning, testing and reporting.
CISM, or CISA, Security+, CySA+, or equivalent preferred
Develops, tunes, and maintains detection rules, correlation logic, and alerting within SIEM and monitoring platforms.
Implement endpoint security controls including EDR/XDR, system hardening, and patching strategies.
Engineers network security controls including firewalls, segmentation strategies, access control lists, and intrusion detection/prevention systems.
Supports secure design and implementation of campus network infrastructure, including integration of PON, wireless, and edge connectivity into the security model.
Implements identity and access management (IAM) controls including authentication, authorization, and privileged access enforcement.
Conducts vulnerability scanning, validates remediation efforts, and supports risk prioritization activities.
Implements and maintains technical security controls required for regulatory compliance (e.g., GLBA, FERPA), audit readiness, and cyber insurance requirements.
Owns lifecycle management, tuning, and performance optimization of security tools and controls.
Documents system configurations, engineering standards, implementation procedures, and operational runbooks.
Provides technical guidance to cybersecurity analysts and IT staff on tool usage and security best practices.
OTHER REQUIREMENTS
Strong experience implementing enterprise security technologies and controls at scale.
Advanced knowledge of network architecture (Layer 1-3), firewalls, VPNs, segmentation, and secure protocols.
Experience with security platforms such as SIEM (e.g., Splunk, Sentinel), EDR/XDR, vulnerability scanners, and email security systems.
Working knowledge of cybersecurity frameworks and compliance requirements, including NIST, CIS Controls, GLBA, and FERPA.
Ability to implement secure, scalable, and resilient solutions aligned with institutional standards.
Strong troubleshooting, analytical, and problem-solving skills.
Excellent written and verbal communication skills, including technical documentation.
Experience in higher education or similarly complex enterprise environments preferred.
Participates in escalation and on-call support for critical security incidents.
Performs other related duties as assigned.

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
