The Air Force Civilian Service (AFCS) is looking for a full time Management and Program Analyst, (GG-0343-14), performing as the Cyber Capabilities Center Liaison Officer, at the Headquarters Air Force (HAF) Warfighter Communications (AF/A6OW), on Operating Location (OL) Scott Air Force Base (AFB), Belleville, Illinois

Salary: ($128,967 - $167,663) based on experience.
20% Telework may be authorized based on supervisory approval.
Depending on the type of position you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

Qualifications/Requirements:
In this position, you will serve as an Air Force Cyber Capabilities Center Liaison Officer facilitating discovery and synchronization of material and non-material integration efforts to lead the USAF Cryptographic Modernization. It provides senior-level decision support across the Air Force by integrating a broad and growing set of Command, Control, Communication, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) innovation efforts. It also serves as a program analyst for emerging technologies, waveforms, and capabilities affecting Air Force mission capabilities. The incumbent will assist the organizational leadership in advising the Deputy Chief of Staff for Warfighter Communications and Cyber Systems (AF/A6) on Air Force (AF) requirements, acquisition, programming, and integration corporate structures concerning the appropriate courses of action to develop and implement capabilities that maximize joint warfighting capabilities while minimizing redundancies. The incumbent will develop Air Force planning, programming, and acquisition strategies and policies on planned, programmed and developmental efforts, to include integration with Air Force, Joint, Department of Defense (DoD), National, and Coalition space, terrestrial, maritime, and cyberspace assets and activities. You will lead critical transitions to Quantum-Resistant Algorithms and ensure our systems align with ABMS and CSAF Operational Imperatives.

Must be able to obtain and maintain a "Top Secret" security clearance with access to Sensitive Compartmented Information (SCI)
Knowledge of DoD, Joint, and Air Force Command and Control, to include cyber operations, interconnected systems, communications networks, and data sources. This requires knowledge of the mission, roles, functions, organizational structures, and operation of the DoD and Air Force that govern, interface with, and/or influence the systems requirements, acquisition, and programming process, to include the roles of the Warfighter Communications and Cyber System enterprise.
Comprehensive knowledge of and ability to develop policy, plans, and procedures and application of the policies, practices, regulations, and laws concerning acquisitions, requirements, programming, budgeting and architecture management processes and initiatives, including agile acquisition approaches and implementation.
Knowledge of critical thinking and problem solving, including a variety of techniques for complex analysis to evaluate alternative waveforms, warfighter capabilities, communications systems, and families of systems resulting in decisions, conclusions, or recommendations to customers and capabilities delivered.
Mastery of leadership skills, including setting objectives, responsibilities, priorities, and deadlines.
Knowledge of the effects of requirements, programs, acquisitions, systems, operations, installation, and maintenance practices in different functional operations at the Air Force, DoD, and National levels. Knowledge of safety and security regulations (to include computer security), practices, and procedures.
Mastery skills and ability to speak and write effectively, give briefings, chair meetings, lead task forces and prepare reports conveying highly complex technical and/or sensitive issues at the General Officer/SES level. This requires the abilities to access or locate information through the use of a personal computer, as well as, develop and utilize appropriate data collection techniques via various software programs, including Microsoft Word, Excel and PowerPoint.
Mastery of ability to develop and maintain contacts and communicate effectively with senior leaders and associates across the Air Force, DoD, Federal Agencies, vendor representatives, representatives of professional associations, and contractor personnel. Regularly includes executive level interaction.
