The Role
The Sr. Technical Project Manager is the single point of contact for non-routine to moderately complex installation projects for communication networks. The position reports to the Manager Federal Programs and is an integral part of the Government Programs Project Management Office (GPPMO). The Sr. Technical Project Manager works with a team of Technical Project Managers and Coordinator Technical Projects staff and is accountable for meeting contractual performance criteria and due dates during service delivery, and successful overall project completion. The position will also be responsible for the tracking of US government accountable property, via both electronic tracking and visits to sites to confirm location of the materials. The role will require the submission of reports to the customer, along with weekly and monthly status updates to teh customer on accountable metrics. The candidate will be the identified as the Responsibility Officer for the program with the customer.
The Main Responsibilities
  • Coordinate activities in support of program managers and teams that support the design, installation and maintenance of services
  • Track and monitor projects from initiation through completion
  • Prepare deliverables (e.g., status reports to Government, order information, open issues) - Responsible for inventory and tracking of accountable property items for reporting
  • Analyze contracts, product and service descriptions, and network technical requirements to identify parameters required to initiate service order processing and project implementation
  • Work directly with Government representatives, engineers and program manager to develop scope of work, timeline, communication plan and all pertinent aspect of comprehensive project management
  • Ensure Government commitments and expectations, and project deliverable requirements are met
  • Promote project management and industry best practices to enhance project success and customer satisfaction
  • Direct on-time implementation of products and evaluate and maintain progress
  • Manage resources and processes, and resolve issues to ensure timely delivery
  • Control installation activities through scope verification, changes, and performance measurements
  • Monitor progress to ensure critical project targets are met
  • Identify and anticipate failures and delays based on lessons learned and previous experience
  • Engage appropriate resources to troubleshoot and isolate problems, and develop new procedures if required
  • Make recommendations to improve efficiency (schedule and cost)
  • Evaluate performance measures and direct corrective actions
  • Develop solutions to meet project milestones
  • Recognize risks and implement corrective actions to ensure compliance with customer service and contractual expectations
  • Notify the Customer of work completion and obtain acceptance of final deliverables, services, and products provided
  • Ensure final documents are complete and delivered as required by the contract
  • Solicit feedback from customer to determine customer satisfaction (perception of service quality and effectiveness)
  • Review and update forecast budgets for program and project related activities
  • Manage program and project related invoices
  • Prepare quotes based on pre-established or contract rates
  • Ensure services are completed and billed according to contractual obligations
  • Conduct review for completeness and accuracy of services provided and charges listed
  • Reviews management document deliverables for clarity and completeness
  • Understanding of communications products and services, Government contracting and Federal Acquisition Regulations (FAR), and contract terms and conditions required
  • Proficiency using Microsoft Office applications (Excel, Word, Outlook, SharePoint, Project and PowerPoint) required
  • Good communication, organizational, and problem solving skills
  • Good analytical and inductive reasoning skills (ability to develop solutions and recommendations)
  • Work in a team environment
  • Some travel may be required

What We Look For in a Candidate
Minimum Qualifications
  • Bachelor's degree or equivalent experience in project management, technical management, business management, communications, engineering, or related discipline
  • Minimum two years of experience; or minimum five years of professional work experience
  • General experience includes: customer service, project management, network service, and provisioning
  • US Citizenship required
  • Candidiate must have hold a clearance with the US Government, at the Top Secret/SCI level, with an active Polygraph.

Compensation
This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.
Location Based Pay Ranges
$91,266 - $121,688 in these states: VA
