Job description

Valley Build is a regional workforce development partnership and apprenticeship readiness model administered through the Fresno Regional Workforce Development Board (FRWDB). Funded by multiple state, federal, and regional sources, the program connects Workforce Development Boards, Building Trades Councils, Joint Apprenticeship Training Committees, community-based organizations, tribal partners, and employers to prepare participants for careers in the building and construction trades.

The program's core offering is the nationally recognized Multi-Craft Core Curriculum (MC3), a pre-apprenticeship training model that prepares participants, with a focus on women, veterans, tribal community members, justice-involved individuals, English language learners, youth, and other underrepresented populations, for entry into registered apprenticeships in fields such as electrical, plumbing, ironwork, cement masonry, and pipefitting.

We are looking for a Program Manager to oversee the day-to-day operation of the Valley Build Program across its fifteen-county service area spanning the Central Valley and Sierras. This position manages a variety of independent leadership functions and drives the effective, strategic coordination of Valley Build's regional partnership network (including Building Trades Councils, Joint Apprenticeship Training Committees, partnering Workforce Development Boards, community-based organizations, tribal partners, and employers) to ensure consistent program delivery across all participating counties.

The position also drives the effective and strategic management of the relationship between the Fresno Regional Workforce Development Board (FRWDB), its Funders, and Providers of Services (POS) in the administration and performance of contracts for services, serving as a central point of coordination between FRWDB and the county-level partners responsible for local training delivery, outreach, and placement activities.


Duties include, but are not limited to:

  • Oversee Valley Build program implementation across the fifteen-county service area, ensuring alignment with grant requirements and funder obligations.
  • Manage Valley Build program staff (including Program Coordinators and Case Managers), providing direction, resolving roadblocks, and evaluating performance.
  • Manage grant compliance and reporting, ensuring accurate, on-time submissions and adherence to all federal, state, and local requirements.
  • Lead contract administration, including exhibit revisions, budget and work plan modifications, and support for new funding proposals.
  • Build and maintain strategic partnerships with Building Trades Councils, WIOA partners, and other regional stakeholders across all participating counties.
  • Provide technical guidance and oversight to ensure service delivery meets funder standards, driving continuous improvement through benchmarking.
  • Support the Deputy Director with policy development, Board and Council meeting preparation, and program design.
  • Represent Valley Build and FRWDB in external communications, including presenting on contract and program matters as needed.


The ideal candidate will possess the following:

  • Bachelor's degree in Business Administration, Public Administration, Human Resources, Workforce Development, Organizational Leadership, or a related field preferred. (Associate's degree with significant relevant experience may be considered.)
  • Minimum six (6) years of progressively responsible workforce development experience, including WIOA-funded programs, business services, employer engagement, job development, case management, performance management, or workforce operations.
  • Demonstrated knowledge of WIOA regulations, workforce system partnerships, labor market information, career pathway strategies, and work-based learning programs.
  • Experience coordinating multidisciplinary teams, contractors, and external stakeholders.
  • Strong analytical, organizational, leadership, project management, and communication skills.
  • Ability to analyze labor market information, employer demand trends, workforce performance data, and develop continuous improvement strategies.
  • Demonstrated commitment to customer service, innovation, accountability, adaptability, and workforce excellence.
  • Proficiency with Microsoft Office applications, workforce databases, and reporting systems.
  • Valid California Driver's License, personal automotive liability insurance, and a reliable vehicle is required
  • Ability to communicate candidly and respectfully; maintain confidentiality; own mistakes; prioritize organizational interests over individual ones.
  • Experience building rapport and effective relationships across a wide range of people and perspectives.
  • Ability to build morale and commitment to goals; lead confidently under pressure; champion new initiatives and drive implementation.
