Inspects horizontal infrastructure construction projects such as roadway grading, water mains, and sanitary sewers, to ensure full adherence to plans, specifications, standards, and regulations. Examines plans, blueprints, diagrams, surveys, and similar documentation. Regularly interacts with property owners, contractors, and the general public, always providing a high level of customer service.
Note: Position level and salary will be dependent on qualifications (DOQ).
Working Conditions
Outdoor field situation. Performs strenuous work in varying and adverse weather conditions. Traverses uneven or rugged terrain. High noise environment while performing certain responsibilities. Lifting and carrying equipment up to 50 lbs. alone and up to 100 lbs. with assistance. Regularly required to drive county vehicles as part of the duties of the job. Able to climb and descend equipment and ladders and work in confined spaces. Able to bend, stoop, crawl, and reach. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds.
Job Description
Essential Functions

Inspects horizontal infrastructure construction projects such as culverts, driveways, roadway grading, curbing, water mains, reclaimed water mains, force mains, and sanitary sewer mains to ensure full adherence to plans, specifications, standards, and regulations. Inspects work performed by outside contractors and by the County.
Examines workmanship of finished installations for conformity to plans, specifications, standards, and regulations. Reports deviations.
Measures distances to verify accuracy of dimensions of installations and layouts.
Reads, interprets, and explains civil construction plans, record drawings, geotechnical reports, and specifications related to area of assignment. Reports suspected deviations.
Confers with and advises contractors, property owners, architects, engineers, and the general public regarding interpretation and application of Manatee County and Florida Department of Transportation (FDOT) standards, zoning ordinances, and other applicable codes.
Prepares and maintains necessary logs, records, and reports.
May approve pay requests for assigned projects.
Performs all work in accordance with applicable rules, regulations, policies, procedures, and technical standards. Strictly adheres to safety procedures to protect self, co-workers, and the general public.
Attends job-specific training classes as assigned by supervisor.
Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee's qualifications, essential job functions, and applicable federal and Florida law.
Minimum Qualifications
All Levels
High school diploma or equivalent.
Non-Pollutant Discharge Elimination System (NPDES) Certification required within six (6) months of hire.
Valid driver's license with valid Florida driver's license within 30 days of hire.
Infrastructure Inspections Officer
Minimum of two (2) years technical and trades experience in the inspection of infrastructure and/or building construction work.
Senior Infrastructure Inspections Officer
Six (6) or more years of technical and trades experience in the inspection of infrastructure construction.
Mobile Video Training (MVT) Confined Space Entry.
Utilities Department
Level III Water Distribution License or Class C Wastewater Certification within 18 months of hire date. Valid Florida CDL Class A driver's license with Tanker endorsement within 12 months of hire date.
Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.
